21 - Ordinance Amending Police Assignment Pay

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING THE CITY OF PARIS CODE OF ORDINANCES BY REVISING CHAPTER 26, ARTICLEI, SECTION 26-6, "ASSIGNMENT PAY," OF SAID CODE RELATING TO ASSIGNMENT PAY IN THE PARIS POLICE DEPARTMENT BY DELETING REFERENCES TO A K-9 OFFICER AND TO THE DRUG TASK FORCE ASSISTANT COMMANDER; BY ESTABLISHING ASSIGNMENT PAY IN THE AMOUNT OF $07.50 PER MONTH FOR PARTICIPATION IN EACH OF THE SWAT/HOSTAGE NEGOTIATION AND ACCIDENT RECONSTRUCTION UNITS; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE; AND DECLARING AN EFFECTIVE DATE. WHEREAS, Sections 143.041-143.043 of Chapter 1.43 of the 'Texas Local Government Code, the Civil ,Service Act, authorizes municipalities covered by said Act to compensate police officers with assignment pay, in addition to their base pay, when performing the duties and responsibilities of the position; and. WHEREAS, Chapter 21, Article 1, Section 26-6, "Assignment pay,'" of the Code of Ordinances of the City of Paris, Texas, provides for assignment pay within the Paris Police Department ("'the Department"); and WHEREAS, changes within the Department since said Section 26-6 was last amended in 2008 necessitate further amendments to reflect the current composition and extra -duty assignments of the Department; and WHEREAS, the Department's K-9 officer, is now compensated by work schedule allowances and the position of drug task force assistant commander has been eliminated, the Council finds that references to both positions should be deleted from the ordinance; and WHEREAS, the Department maintains a SWAT/Hostage Negotiation Unit and an Accident Reconstruction Unit, both of which require the officers who serve thereon to possess additional training, shills and certifications; and. WHEREAS, maximum staffing for the SWAT/Hostage Negotiation Unit and the Accident Reconstruction Chit combined is twenty (20) officers; and WHEREAS, Council finds that in recognition of the additional training, skills and certifications required for officers serving in each of the SWAT/Hostage Negotiation and. Accident Reconstruction Units, it is appropriate to provide officers serving in each such unit assignment pay in the amount $87.50 per month ($1050.00 per year) over and above each officer's base pay amount;
