A TO: Mayor & City Council John Godwin, City Manager FROM: Kent Klinkerrnan, EMS Director Item No. 22 SUBJECT: CHARGES FOR PATIENT CARE / TRANSPORTATION BY AMBULANCE DATE: January 10, 2018 BACKGROUND: Historically, supplies used for medical care while transporting a patient to the hospital have been billed to insurance companies as individual line items. Federal and State insurance programs ( Medicare, Medicaid, CHIPS, Railroad, VA, etc) and most private insurance plans no longer allow or reimburse fior those supplies as individual line items. In order to capture those expenses, the base rates need to increase for billing purposes. Only then can those expenses have a chance to be offset. STATI)S OF ISSUE: Base rates need to be increased in order for all expenses of patient care to be bundled as a better reflection of the true cost of providing patient care in the EMS Department. Mileage rates need to be increased due to the higher cost per mile of operating the EMS fleet. I BUDGET: No cost. Trying to maintain or slightly improve collection amounts per call. RE'COMMENDATION: Approval of recorrinlended changes to the City of Paris Code of Ordinances Chapter 2/Article 1V/Sec. 2-98 - Ambulance Service Rates.
