A <br />TO: Mayor & City Council <br />John Godwin, City Manager <br />FROM: Kent Klinkerrnan, EMS Director <br />Item No. 22 <br />SUBJECT: CHARGES FOR PATIENT CARE / TRANSPORTATION BY AMBULANCE <br />DATE: January 10, 2018 <br />BACKGROUND: Historically, supplies used for medical care while transporting a patient to the <br />hospital have been billed to insurance companies as individual line items. Federal and State <br />insurance programs ( Medicare, Medicaid, CHIPS, Railroad, VA, etc) and most private insurance <br />plans no longer allow or reimburse fior those supplies as individual line items. In order to capture <br />those expenses, the base rates need to increase for billing purposes. Only then can those <br />expenses have a chance to be offset. <br />STATI)S OF ISSUE: Base rates need to be increased in order for all expenses of patient care to <br />be bundled as a better reflection of the true cost of providing patient care in the EMS <br />Department. Mileage rates need to be increased due to the higher cost per mile of operating the <br />EMS fleet. <br />I <br />BUDGET: No cost. Trying to maintain or slightly improve collection amounts per call. <br />RE'COMMENDATION: Approval of recorrinlended changes to the City of Paris Code of <br />Ordinances Chapter 2/Article 1V/Sec. 2-98 - Ambulance Service Rates. <br />
