AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARTS, TEXAS, <br />AMENDING OF PARIS ODE OF ORDINANCES BY REVISING <br />CHAPTER <br />26, y r "ASSIGNMENTPAY," O SAID <br />CODE RELATING TO ASSIGNMENT PAY IN THE PARIS' POLICE <br />DEPARTMENT BY DELETING REFERENCES TO A K-9 OFFICER AND TO <br />THE DRUG w' ASSISTANT <br />COMMANDER; B ESTABLISHING <br />ASSIGNMENT PAY INTHE <br />AMOUNT Ow� $87.50 PER <br />MONTH w!'.. <br />PARTICIPATION EACH OF SWAT/HOSTAGE: AND <br />ACCIDENT Y I,... w! . w. , PROVIDING y REPEALER <br />IY yY CLAUSE, <br />A SEVERABILITY CLAUSE,+ SAVINGS CLAUSE; AND DECLARING M L <br />EFFECTIVE w i <br />WHEREAS, Sections 143'.041-143.043 of Chapter 143 of the Texas Local <br />Government Code, the Civil Service Act, authorizes municipalities covered by said Act to <br />compensate police officers with assignment pay, in addition to their base pay, when <br />performing the duties and responsibilities of the position; and <br />WHEREAS, Chapter 21, Article 1, Section 26-6, `Assignment pay," of the Code of <br />Ordinances of the City of Paris, Texas, pro'vid'es for assignment pay within the Paris Police <br />Department ("the Department'); and <br />WHEREAS, changes within the Department since said Section 26-6 was last <br />amended in 2008 necessitate further amendments to reflect the current composition and <br />extra -duty assignments of the Department; and <br />WHEREAS, the Department's K-0 officer is now compensated by work schedule <br />allowances and the position of drug task force assistant commander has been eliminated., <br />the Council finds that references to both positions should be deleted from the ordinance; <br />and <br />WHEREAS, the Department maintains a SWAT/Hostage Negotiation Unit and an <br />Accident Reconstruction Unit, both of which require the officerswho serve thereon to <br />possess additional training, skills and certifications; and <br />WHEREAS, maximum staffing for the SWAT/Hostage Negotiation Unit and the <br />Accident Reconstruction Unit combined is twenty (20) officers; and <br />WHEREAS, Council finds that in recognition of the additional training, skills and <br />certifications required for officers serving in each of the SWAT/Hostage Negotiation) and <br />Accident Reconstruction Units, it is appropriate to provide officers serving in each such <br />unit assignment pay in the amount $87.50 per month ($1050.00 per year) over and above <br />each officer's base pay amount; <br />
