MINUTES <br />REGULAR MEETING <br />CITY OF PARIS HISTORIC PRESERVATION COMMISSION <br />CITY HALL WEST ANNEX <br />CONFERENCE ROOM <br />150 1ST STREET S.E. <br />PARIS, TEXAS <br />MONDAY, DECEMBER 20, 2004 <br />12:00 O'CLOCK P.M. <br />1. The Historic Preservation Commission Meeting was called to order by <br />Chairman Arvin Starrett at 12:00 P.M. <br />A. The following members were present: <br />Barbara Wilson, Vice - Chairman <br />Sue Lancaster <br />Paul Denney <br />Jerry Raper <br />B. The following members were absent: <br />Ann Rodgers, Secretary <br />Claudia Hunt <br />Alternates: Becki Norment <br />Brian Wear <br />C. Also present was Lisa Wright, Historic Preservation Officer, City <br />Manager Tony Williams, and City Engineer Shawn Napier. <br />2. Approval of minutes from previous meetings. Motion to approve the minutes <br />from the November 6 and 22, 2004, meeting was made by Barbara Wilson, <br />seconded by Sue Lancaster. Motion carried 4 -0. <br />Paul Denney arrived. <br />3. Consideration of and possible action on the following Certificates of <br />Appropriateness: <br />A. City of Paris - Downtown Plaza (Streetscape). Mike Donnan from Hayter <br />Engineering presented a map showing the locations of the sidewalk <br />repairs proposed. He told the Commission that lighting would be <br />placed along the new sections as well. Motion to approve the COA was <br />made by Sue Lancaster, seconded by Barbara Wilson. Motion carried <br />5 -0. <br />B. Martin Davis - 3051st Street S.W. Lisa Wright told the Commission that <br />
