March 30, 2004 <br />Page 2 <br />5. Discussion of and possible action on the following: <br />A. Requesting staff to seek proposals for the preparation of historic <br />district design guidelines. Barbara Wilson recommended that we break <br />the guidelines in to residential and commercial and place technical <br />information in another document. Motion to seek bids and forward to <br />the City Council for approval was made by Barbara Wilson, seconded <br />by Claudia Hunt. Motion carried 6 -0. <br />B. Adopting standards related to the painting of masonry. Motion to adopt <br />the standard as presented was made by Claudia Hunt, seconded by <br />Barbara Wilson. Motion carried 6 -0. <br />C. Amending the Rules of Procedure of the Paris Historic Preservation <br />Commission of the City of Paris. Motion to amend Article VII, Section <br />2 to delete the entire section was made by Paul Denney, seconded by <br />Barbara Wilson. Motion carried 6 -0. <br />D. Recommending revisions to Article Vll of Chapter 7 of the Code of <br />Ordinances of the City of Paris as follows: <br />(1) Removing the requirement for Certificates ofAppropriateness for <br />landscaping. Motion that Sec. 7 -156 be revised to allow <br />landscaping that includes trees not exceeding 6' in height at full <br />maturity, shrubs, and annuals was made by Barbara Wilson, <br />seconded by Brian Wear. Motion carried 5 -0. <br />(2) Adding a provision that would provide an expiration date on <br />Certificates of Appropriateness. Motion that an expiration date <br />be established that is similar to that provided in San Marcos, <br />same being 6 months to begin work and 1 year to complete work, <br />was made by Claudia Hunt, seconded by Brian Wear. Motion <br />carried 5 -0. <br />E. Making recommendations to the Director of Community Development <br />for inclusion of items related to historic preservation in the <br />departmental budget request for fiscal year 2004 -2005. Motion that <br />$50,000.00 be requested to fund the resource survey, design <br />guidelines, preservation plan, and public awareness was made by <br />Claudia Hunt, seconded by Barbara Wilson. Motion carried 4 -0. <br />6. Meeting adjourned at 1:15 p.m. <br />
