April 26, 2004 <br />Page 5 <br />regarding the expiration of a certificate. Based on San Marcos's <br />wording, they will expire in 6 months from the date of issuance if work <br />has not commenced and 1 year after approval if work is not completed. <br />It also has the wording on exterior minor alteration so that flower beds, <br />trees, shrubs are not included and that they will not exceed 6 feet in <br />height. Motion to approve was made by Barbara Wilson, seconded by <br />Jerry Raper. Motion carried unanimously. <br />D. Accepting the proposal of ArchiTexas for preparation of design <br />standards for the downtown historic district (central business district). <br />Motion was made to approve the design guideline proposal by <br />ArchiTexas by Claudia Hunt, seconded by Sue Lancaster. Motion <br />carried unanimously. <br />E. Adopting interim standards regarding yard art. Becki Norment <br />presented pictures for the Commission to review. Motion was made to <br />table for further discussion by Paul Denney, seconded by Claudia Hunt. <br />Motion carried unanimously. <br />F. Approving submission of an application for the City of Paris as a <br />potential participant in the Visionaries Program. Motion to request the <br />City Council to make application for participation in the Visionaries <br />Program and that all Commissioners attempt to be in attendance at the <br />request presentation was made by Barbara Wilson, seconded by Sue <br />Lancaster. Motion carried unanimously. <br />G. Requesting the City Council to make application for the Texas <br />Preservation Trust Fund Grant. No action was taken. <br />8. Receipt of report from the Downtown Signage Committee and City staff. <br />A. Consideration of and possible action on selecting signage for the <br />historical district. John Brunson from the Public Works Department <br />presented various types of signage and prices. Motion was made to <br />approve ordering signage for the streets for the Downtown Historic <br />District at an average price of $60.00 per sign to include a 36" average <br />vinyl sign in the "E" bracket series for attachment pending approval of <br />the Commission for the logo on the sign by Barbara Wilson, seconded <br />by Becki Norment. Motion carried unanimously. <br />9. Discussion regarding neighborhood meetings on the South Church, South <br />Main, and 1st Street S.W. Historic District (Church Street District). The <br />
