May 24, 2004 <br />Page 6 <br />and Zoning Commission, and the Building and Standards Commission. <br />The meeting will be for presentations only with no formal action to be <br />taken. Preservation Dallas will be present and Terry Townsend will <br />serve as moderator. Motion to set this meeting was made by Barbara <br />Wilson, seconded by Sue Lancaster. Motion carried 8 -0. <br />F. Seeking proposals for preparation of design standards for the Church <br />Street Historic District. Motion to authorize Barbara Wilson to discuss <br />a possible proposal with Architexas was made by Brian Wear, <br />seconded by Becki Norment. Motion carried 8 -0. <br />G. Recommending adoption of provisions related to demolition byneglect. <br />The Historic Preservation Officer presented sample ordinances from <br />three other locations for the Commission's review. Barbara Wilson <br />advised the Commission that this was a tool we could use if someone <br />was allowing a property to become so neglected that it will result in the <br />necessity of demolition. Motion that the staff propose a provision that <br />will fit into the existing ordinance and ask the City Attorney to develop <br />a Paris - specific provision was made by Sue Lancaster, seconded by <br />Brian Wear. Motion carried 8 -0. <br />H. Recommending that the City make tax incentives available to property <br />owners located in historic districts. Chairman Starrett stated that he <br />preferred the Plano provisions, and Paul Denney stated that he felt it <br />was essential that we have some incentives in place. The Historic <br />Preservation Officer advised the Commission that she would do some <br />research and get with Gary Vest to develop guidelines and criteria that <br />must be in place prior to granting incentives. The Commission <br />requested that this be done as soon as possible so incentives would be <br />in place prior to the potential adoption of the Church Street Historic <br />District. <br />7. Receipt of report from the Historic Preservation Officer. The HPO advised the <br />Commission that the City had been awarded a $5,700.00 CLG grant and that <br />the proposal from ArchiTexas would need to be revised to correspond with <br />the new amount. <br />8. Request items from Board for future agendas. The Commission requested <br />that the following items be placed on a future agenda: (1) appointment of a <br />temporary recording secretary, (2) preparation of a long -range planning <br />meeting to identify a 3 -5 year plan, (3) discussion of ways to save architectural <br />elements from houses scheduled for demolition, and (4) preparation of a <br />
