B. 24 West Plaza - Beverly Pendleton - Chairman advised Mr. Pendleton <br />that this matter could be handled by the Historic Preservation Officer <br />since the work was considered ordinary maintenance. Motion that the <br />HPO make a ruling on this application was made by Paul Denney, <br />seconded by Barbara Wilson. Motion carried 8 -0. <br />C. 2651st Street S.W. - Kenneth and Rita Kammer - Motion to approve the <br />COA with downing sand as the color to paint the building and fence <br />was made by Jerry Raper, seconded by Ann Rodgers. Motion carried <br />8 -0. <br />4. Discussion of and possible action on the following: <br />A. Appointing two members to a panel to conduct interviews for the Main <br />Street Manager /Asst. Historic Preservation Officerposition. Chairman <br />Starrett nominated Barbara Wilson and Sue Lancaster. Motion to <br />approve the nomination was made by Ann Rodgers, seconded by Jerry <br />Raper. Motion carried 8 -0. <br />B. Recommending revisions to the City's sign ordinance. The consensus <br />of the Commission was that they wanted more guidance from <br />ArchiTexas on this issue. No action was taken. <br />5. Receipt of report from the Historic Preservation Officer. The HPO reported <br />that the City Council had approved the tax abatement ordinance; that she was <br />monitoring the Ayers building to see if they made any changes to the <br />windows; that she was monitoring the status of items left out overnight on the <br />Plaza; and that the City of Paris was named a National Main Street City. <br />Chairman Starrett added that PJC may be rekindling its interest in the Grand <br />Theater. <br />The Commission asked the HPO to check on the status of Streetscape. <br />6. Request items from Board for future agendas. Chairman Starrett asked the <br />HPO to see if TxDOT can mount signs on structures other than the poles <br />similar to downtown Dallas because there is heavy signage around the Plaza. <br />He said to also inquire whether this would be a City expense or State <br />expense. <br />Mrs. Pendleton asked to address the Commission and complained about the <br />decision on her lights. Chairman Starrett explained that the HPO would be <br />able to make a decision in- house. Mrs. Pendleton complained that the <br />ordinance was too much hassle and they were not longer going to renovate <br />the building next door to hers. Mr. Denney explained that the building is from <br />one period and the lighting from another, and it's the job of the Commission <br />
