Itern No. 14 <br />TO: Mayor & City Council <br />:loin Godwin, City Manager <br />FROM: Alan Efi-ussy, AlCP, City Planning Manager <br />SUBJECT: CHANGE IN ZONING FROM A COMMERCIAL TO A COMMERCIAL <br />WITH A SPECIFIC USE PERMIT (SELF-STORAGE/MINI-WAREHOUSE), AT 4605 <br />LAMAR AVENUE. <br />DATE. February 13, 2018 <br />BACKGROUND: This request is to conduct a public hearing and take action regarding the <br />petition of Robert Russell for a change in zoning frorn a Commercial (C) to a Commercial (C) <br />with a Specific Use Pen -nit (SUP) (Self--Storage/Mini--''Warehouse), on City Block 315-A, Lot 1, <br />ABST 208 Crow Survey being located at 4605 Lamar Avenue. This properly is comprised of <br />3.52 acres. At the February 5, 2018 Planning and Zoning Commission meeting, no person spoke <br />either in favor of or in opposition to, this request. The commission unanimously recommended <br />approval of this rezoning request conditioned upon the submitted Site Plan and conditions. <br />STATUS OF ISSUE: The city staff has determined the following: <br />(A) Existing Land Use: The site includes an existing office building. This building fronts on <br />Lamar; the rear of the property is vacant and that is the location of the proposed self- <br />storage/rnini-warcho use uses. There is no flood plain on this property and there appears to be no <br />other man-made and/or natural environmental constraints on this property <br />(B) The Future Land Use Plan (FLUP) within the Comprehensive Plan: The FLUP recomi-nends, <br />approximately the front one-third of this subject property as Retail (R), and the remaining <br />approximately two-thirds of the property is, Low -Density Residential (LDR), which is the <br />single-family detached homes land use. I-lowever, the current zoning of Commercial (C) on this <br />entire subject property is a more realistic land use recommendation, given the existing businesses <br />in the area. <br />
