Item No. 18 <br />TO: Mayor & City Council <br />FROM: John Godwin, City Manager <br />SUBJECT: 2018 ROAD RECONSTRUCTION PROGRAM <br />DATE: February 19, 2018 <br />BACKGROUND: We initially created a prioritized list of 22 street segments that were <br />identified as most needing reconstruction to one degree or another. These are not necessarily the <br />streets with the absolute worst pavement in the, city, but all are collector streets, so their <br />reconstruction will impact the most overall traffic. Each is an asphalt street, and each will be <br />replaced with asphalt. Some will necessarily include sidewalk, drainage, and utility work. <br />Obviously we do not want to rebuild a roadway only to leave behind drainage problems, or have <br />it dug up when a water or sewer line breaks (though there is no guaranty that will not happen). <br />ADA coines into play with some sidewalk requirements also,. <br />Last sura mer the council approved a three-year plan, and adding two new street segments to <br />bring the list to 24. Four projects were approved for immediate design and construction: East <br />Cherry (20"' to 25"), 7hNW (Graham to Center), 3"1 SW and SE (Sherman to Provine), and 7"' <br />SE (Kaufinan to Washington). The first two projects were completed in 2017. The latter <br />projects are underway; pending dry weather and Atmos line repairs they will be finished in, <br />March. Church Street is under design, with construction expected to begin this summer. That <br />project has a very large scope, including full -depth paving, drainage, wastewater, sidewalk, and <br />streetlight improvements. <br />Most of the streets will be rebuilt using a construction practice called mill & overlay (or inlay). <br />This is the type of work done so far, and is suitable for roads with adequate bases. A few roads <br />will require full -depth reconstruction, a more expensive process that also, includes significant <br />engineering costs. These include Church, 1.7`h <br />SE,, and 20'' SE, as well as a part of 25t" NE. Two <br />roads, 33rd SE and Collegiate between Clarksville and Lamar, fall somewhere in a middle ground <br />where full -depth would be preferred but not absolutely necessary. By doing only mill & overlay <br />there, coupled with some new curbing and in-house repairs to "soft spots", we will get a much <br />better driving surface that should last many years, while saving money to complete more <br />projects. <br />
