WHEREAS, in 2008 the Joint Land Use Study was published to prevent <br />encroachment and promote compatible land use involving the Cities of Benbrook, Fort <br />Worth, Lake Worth, River Oaks, Westworth Village, and White Settlement, as well as <br />Tarrant County, and to, establish an oversight committee now known as the Regional <br />Coordination Committee (RCC); and <br />WHEREAS, the 2017 joint Land Use Study, Joining Forces, builds upon the, joint Land <br />Use Study (2008) to include study areas i . n all of'northern Texas such as the Naval Air <br />Station Fort Worth joint Reserve Base; Redmond Taylor Army lleliport (RTAHP); Fort <br />Wolters Training Center; Camp Maxey Training Center; Eagle Mountain Training Center; <br />Brownwood and Brady Military Operating Areas; and Colonel Stone Army Reserve Center; <br />and <br />WHEREAS, Joining Forces was created as a collaborative process among local <br />governments, military installations, stakeholders, and citizens to identify and mitigate <br />,encroachment issues that may affect current and future military missions and surrounding <br />communities and to establish a dialogue between these parties concerning common <br />interests, education, and planning; and <br />WHEREAS, the new Study addresses issues including aviation and airspace safety <br />related to drones/unmanned aircraft systems (UAS)i, air pollution and emissions, the need <br />for communication among all installations and defense communities, energy-related <br />infrastructure,, and noise management; and <br />WHEREAS, recommendations in the study include working to increase awareness <br />of security and safety risks associated with UAS operations, communicating with <br />communities surrounding military installations, monitoring developments near <br />installations to, determine compatibility and coordination, and implementing or pursuing <br />compatible state legislation; and <br />WHEREAS, collaboration between local governments, developers, stakeholders and <br />military installations is essential for continued safety and overall success in military <br />operations, and limiting encroachment. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />PARIS, TEXAS, THAT: <br />Section 1. The findings set out in the preamble to this resolution are hereby in all <br />things approved. <br />
