Conduct a public hearing, discuss and act on ORDINANCE NO. 2018-005: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED, SO AS TO REZONE LOT 1, CITY OF PARIS <br />BLOCK 315-A, RBST 208 CROW SURVEY, BEING LOCATED AT 4605 LAMAR <br />AVENUE, IN THE CITY OF PARIS, LAMAR COUNTY, TEXAS, FROM A <br />COMMERCIAL DISTRICT (C) TO A COMMERCIAL DISTRICT (C), WITH A <br />SPECIFIC USE PERMIT (52) FOR A SELF-STORAGE/MINI-WAREHOUSE; <br />DIRECTING A CHANGE ACCORDINGLY IN THE OFFICIAL ZONING MAP OF <br />THE CITY; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A <br />SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE <br />DATE. <br />Planning Director Alan Efrussy explained that Mr. Russell requested this change in <br />zoning so that he could place self-storage/mini warehouses on the property. He said it would <br />require a special use pen -nit along with a site plan. Mr. Efrussy also said that the Planning and <br />Zoning Commission, as well as staff recommended approval of the zoning change upon adhering <br />to the required conditions and that the applicant agreed to the conditions. <br />Mayor Clifford opened the public hearing asking for anyone wishing to speak in favor or <br />opposition to this zoning change, to please come forward. Applicant, Robert Russell, spoke in <br />support of the zoning change. With no one else speaking, Mayor Clifford closed the public <br />hearing. <br />A Motion to approve this zoning change was made by Mayor Cliftbrd, and seconded by <br />Council Member Jenkins. Motion carried, 4 ayes — 0 nays. <br />15. Conduct a public hearing, discuss and act on ORDINANCE NO. 2018-006: AN <br />ORDINANCE OF THE CITY COUNCIL, OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED, SO AS TO REZONE LOT PT 1, SSLA <br />COMMERCIAL ADDITION, BEING LOCATED AT 2.775 N.E. LOOP 286, IN THE <br />CITY OF PARIS, LAMAR COUNTY, TEXAS, FROM A PLANNED <br />DEVELOPMENT A -F (PD A -F) TO A PLANNED DEVELOPMENT A -F (PD A -F) <br />WITH A SPECIFIC USE PERMIT (TATTOO SHOP) FOR A PERMANENT MAKEUP <br />SALON; DIRECTING A CHANGE ACCORDINGLY IN THE OFFICIAL ZONING <br />MAP OF THE CITY; PROVIDING A REPEALER CLAUSE, A SEVERABILITY <br />CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN <br />EFFECTIVE DATE. <br />Mr. Efrussy explained that the applicant requested this change in zoning so that the <br />existing structure could also be used for a pen-anentmakeup salon. He said the existing <br />business was the Shear Heaven Salon. Mr. Efrussy said the Planning and Zoning Commission <br />and city staff recommended approval of this zoning change with required conditions. <br />
