Regular Council Meeting <br />February 26, 2018 <br />Page 4 <br />Mayor Clifford opened the public hearing asking for anyone wishing to speak in favor or <br />opposition to this zoning change, to please come forward. With no one speaking, Mayor Clifford <br />closed the public hearing, <br />A Motion to approve this zoning change was made by Mayor Clifford, and seconded by <br />Council Member Knox. Motion carried, 4 ayes 0 nays. <br />1 , Conduct a public hearing, discuss and act on an Ordinance of the City Council of the City <br />of Paris, Texas, Amending Zoning Ordinance No. 1710 of the City of Paris, Texas, as <br />heretofore amended, so as to Rezone A.7 W Askins Survey, Tract 80, being located at <br />5040 Farm Road 195, in the City of Paris, Larnar County, Texas, from Agricultural <br />District (A) to a Multiple -Family District (mf -I); Directing a Change accordingly in the <br />Official Zoning Map of the City; providing a repealer clause, a severability clause, a <br />savings clause, a penalty clause; and providing an effective date. <br />Mr. Efrussy explained that the applicant requested this change in zoning in order to <br />develop duplex, triplex and/or quadplex dwelling units. He further explained that this request <br />was incompatible with the existing land use and future land use recommendations, Mr. Efrussy <br />said the Planning arid Zoning Commission unanimously recorni-nended denial of this request, and <br />that city staff supported the recommendation of the commission. <br />Mayor Clifford opened the public hearing and asked for anyone wishing to speak in favor <br />or opposition to this zoning change, to please come forward. Those speaking in opposition to the <br />zoning change were Deborah Bringi-nan, 7153 Heather Lane; Peggy Jack, 7142 Heather Lane-, <br />Jim Crisp, 5310 Fan'n Road 195; Mary Beth Burns, 7033 Heather Lane; and Larry Carney, 7015 <br />Wendy Lane. <br />Mayor Clifford said to approve this request would be spot zoning. Council Member <br />Portugal said multi -family dwellings did not fit in with single family dwellings. <br />A Motion to deny the zoning request was made by Mayor Clifford, and seconded by <br />Council Member Portugal. Motion carried, 4 ayes — 0 nays. <br />17. Receive presentation, discuss and act on RESOLUTION NO. 2018-008: A <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS <br />SUPPORTING THE IMPLEMENTATION OF JOINING OF FORCES, A JOINT <br />LAND USE STUDY; MAKING OTHER FINDINGS AND PROVISIONS RELATED <br />TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. <br />North Central Texas Council of Governments Transportation Director Dan Kessler gave <br />a presentation to City Council regarding the Joint Land Llse Study. He: explained the study was a <br />collaborative process among local governments, military installations, citizens, and other- <br />stakeholders <br />therstakeholders to identify and help mitigate and prevent encroachment issues that may affect <br />current and future military missions and nearby communities. Mr. Kessler explained that Camp <br />Maxey was one of eight military establishments in North Texas that was in the study area. He <br />
