Regular Cound Meeting <br />Mlarch 12, 20:18 <br />Page 4 <br />City Manager John Godwin said a new EMS station would be constructed on 19'h Street <br />N.W. and that after bidding the project last year unsuccessfully, the City entered into <br />negotiations with the low bidder, Archer Construction & Design. He explained Archer was a <br />certified contractor with TIPS and a price had been negotiated in an amount not to exceed <br />$500,000. <br />A Motion to approve this item was made by Council Member Trenado and seconded by <br />Mayor Clifford. Motion carried, 5 ayes — 0 nays. <br />14. Discuss .and act on ORDINANCE NO. 2018,-008: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING A TARIFF <br />AUTHORIZING AN ANNUAL RATE REVIEW MECHANISM ("RRM") AS A <br />SUBSTITUTION FOR THE ANNUAL INTERIM RATE ADJUSTMENT PROCESS <br />DEFINED BY SECTION 104.301 OF THE TEXAS UTILITIES CODE, AND AS <br />NEGOTIATED BETWEEN ATMOS ENERGY CORP., MID-TEX DIVISION <br />("ATMOS MID-TEX OR "COMPANY") AND THE STEERING COMMITTEE OF <br />CITIES SERVED BY Nrmos,- REQUIRING THE COMPANY TO REIMBURSE <br />CITIES' REASONABLE RATEMAKING EXPENSES; ADOPTING A SAVINGS <br />CLAUSE; DETERMINING THAT THIS ORDINANCE WAS PASSED IN <br />ACCORDANCE WITH THE REQUIREMENTS OF THE OPEN MEETINGS ACT; <br />DECLARING AN EFFECTIVE DATE; AND REQUIRING DELIVERY OF THIS <br />ORDINANCE TO THE COMPANY AND LEGAL COUNSEL FOR THE STEERING <br />COMMITTEE. <br />Mr. Anderson said the previous rate review mechanism ended last year and the revised <br />RRM reduces the rate of return on equity, captured the reduction of federal income tax rates, and <br />allowed more time for cities to review the Atmos filings. <br />A Motion to approve this itern was made by Mayor Clifford and seconded by Council <br />Member Trenado. Motion carried, 5 ayes — 0 nays. <br />15. Discuss and act on ORDINANCE NO. 2018-009: AN ORDINANCE OF THE CITY <br />COUNCIL OF PARIS, TEXAS, DECLARING UNOPPOSED CAN r DIDATE IN CITY <br />COUNCIL DISTRICT I FOR THE MAY 5, 2018, GENERAL ELECTION BE <br />ELECTED TO OFFICE; DETERMINING THAT' NO GENERAL ELECTION BE <br />HELD IN DISTRICT 1; DIRECTING THAT A COPY OF THIS ORDINANCE BE <br />POSTED AT APPROPRIATE POLLING PLACES; DIRECTING THAT A <br />CERTIFICATE OF ELECTION BE ISSUED TO THE UNOPPOSED CANDIDATE; <br />MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; <br />PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS <br />CLAUSE, AND PROVIDING AN EFFECTIVE DATE, <br />
