REGULAR MEETING <br />BOARD OF COMMISSIONERS MEETING <br />100 GEORGE WRIGHT HOMES <br />MINUTES OF December 19, 2017 <br />Present at the Meeting: <br />Gary Savage — Chairman of the Board of Commissioners <br />'I'K Haynes — Vice Chairman of the Board of Commissioners <br />Dewayne Dangerfield — Commissioner ofthe Board of Commissioners <br />Brenda Cherry - Commissioner of the Board of Commissioners <br />Deanna Nickerson - Commissioner of the Board of Commissioners <br />Sally Ruthart — Executive Director <br />Brent Higgins - Lone Star Legal Aide <br />Tsavonti Daniels <br />1. Meeting Called to order at 12:32 pm on 'Tuesday, December 19, 2017 by Chairman of <br />the Board of Commissioners, Gary Savage. <br />2. Having all five Board Members present, a quorum, Mr. Savage thanked and welcomed <br />everyone to the meeting, <br />3, Citizens' Forum Opened - No one at the meeting chose to speak. Forum closed. <br />4. Minutes from the September 19, 2017 — Ms. Cherry mentioned 3 items: 1) total redo of <br />406 GWH bathroom and that the receipt said there was a change from a shower to a bath <br />and the receipt was from 2015 and the problem was in 2017, 2) the recording has been <br />turned over to Mrs. Ruthart on Saturday 12/16, and 3) why did the Housing Authority go <br />to the Paris Retirement Village to transport them to hotels. Ms. Ruthart explained that <br />flooding is a 24 emergency when the tenants are standing in water and that the PHA had <br />to help the Section 8 tenants that were involved. Mr. Savage said this should only be for <br />corrections of the minutes and that this needed to be discussed later in the meeting. <br />Minutes were approved with a motion made by Mr. Dangerfield and seconded by Ms. <br />Cherry. Passed 5-0. <br />5. UNFINISHED BUSINESS: None <br />6. NEW BUSINESS: <br />A.a. Occupancy Report — Waiting lists for PH and Section 8, Demographic Reports, and <br />Vacancy Reports were all presented to the Board. <br />b. Financial Report — presented bank statements and charts from the accountant for PH <br />and Section 8. Also, a copy of the letter to Dr. Ben Carson regarding the lowering of flat <br />rents was also presented to the Board. The day after the letter was sent to Dr. Carson, a <br />AM*A PTH notice came out from HUD with instructions on how to apply for Flat Rent <br />Exceptions. <br />c. FYE 6/30/2017 Audit Report was submitted to the Board of Commissioners with no <br />findings and no, material weaknesses. Ms. Cherry asked if it was a HUD audit. Ms. <br />
