Regular Council Meeting <br />March 26, 2018 <br />Page 3, <br />A Motion to approve this item was made by Mayor Clifford and seconded by Council <br />Member Portugal. Motion carried, 6 ayes - 0 nays. <br />13. Discuss and authorize the City Manager to execute an Amended Management Lease <br />Agreement with the Larnar County Chamber of Commerce. <br />City Manager John Godwin said currently the City of Paris collects a 7 -cent Hotel <br />Occupancy Tax, Chamber Chairman Josh Bray explained the current split of the hotel occupancy <br />tax (HOT) proceeds 4/7 went to the Visitors and Convention Council and 3/7 went to the Love <br />Civic Center. He said the entities were asking that the split be changed to 50150 which would <br />mean an additional $45,000 to the Love Civic Center, Mr. Bray provided a balance sheet of the <br />Visitor .and Convention Council and said they were doing fine but there were a lot of repairs <br />needed at the Civic Center. Love Civic Center Board Chairman Curtis Fendley explained the <br />capital maintenance and repair items needed at the Civic Center, He emphasized that the parking <br />lot had been resurfaced three years ago and that a loan had been secured to pay for it. He <br />referenced lighting, the sound system and the twenty four year old roof Mr. Fendley provided <br />City Council with a facility assessment and balance sheet for the Love Civic Center. Mr. <br />Fendley said over the next couple of months the Board was going to prioritize items and would <br />like to bring those back to the City Council. Mr. Fendley also said they would be asking for a <br />HOT tax increase. Mr. Bray said that the increase would be dedicated to debt service at the <br />Civic Center. <br />A Motion to approve this item was made by Council Member Drake and seconded by <br />Council Member Lancaster, Motion carried, 6 ayes -- 0 nays. <br />14. Discuss and select a service provider for the Texas, Capital Fund CD,BG application. <br />Mr. Godwin said the PEDC needed to hire a consulting firm that specializes in grant <br />application and management of an upcoming CDBG grant. PEDC Director Michael Paris said <br />the application process was free and this would be used for the Spiral Weld Project in getting a <br />rail assessment. Mr. Godwin said an RPQ was issued and two qualified firms responded. He <br />also said staff recommended Resource Management & Consulting, as they had provided similar <br />services for the City. <br />A Motion to approve Resource Management & Consulting as the provider was made by <br />Council Member Portugal and seconded by Council Member Drake. Motion carried, 6 ayes — 0 <br />nays. <br />15. Convene into Executive Session pursuant to Section 551.071 of the Texas Government <br />Code, Consultation with Attorney, to receive legal advice from the City Attorney about <br />pending or contemplated litigation and/or on matters in which the duty of an attorney to <br />her client under the Texas Disciplinary Rules of Professional Conduct of the State Bar of <br />Texas clearly conflict with this chapter, as follows: City of Paris v. Boomer Trends <br />Magazine, Inc,, Cause No. 87292, in the 62nd District Court of Lamar County, Texas. <br />Mayor Clifford convened City Council into executive session at 5:43 pato. <br />
