Consideration and action on 21 Clarksville ST- Addition of door -Keith and Janet Green <br />Mrs. Green presented the project. She./urther explained the buildings thew owned were <br />originally three separate buildings, but had over time been connected on the inside. The.y care.} <br />r <br />interested in reestablishing the properties into three separate buildings. The proposed door is <br />needed for the project, as currently there is only a window. Thefizqade is not original to the <br />structure. Chairman Dux asked the commission if there were any questions, and called for a <br />motion. Commissioner Coyle made the motion to approve the addition qf'the door to 21 <br />Clarksville. Seconded by Commissioner Hider, Motion carried 5-0 <br />4, The commission reviewed pictures of the structures located at 1.249 W Henderson and <br />1233 W Henderson, Chairman Dux opened thefloor.for questions. [fearing none, a motion <br />was made by Commissioner Alarid acknowledged the structures cannot be rehabilitated, <br />designated on the National Register qI'llistoric Places, or as a recorded Texas H(storie <br />Landmark, or eligible as historic property as designated b the City Council of Cit Qf. <br />Y Y <br />Paris. The motion was seconded ky Commissioner Emmite, and the motion carried 5 - 0. <br />5. The commission heard a detailed presentation by City Manager John Godwin on the <br />Vacant Building Registry. Mr. Godwin asked the commission for feedback. <br />Chairman Dux asked if this was,/br the downtown buildings, and ifthe fees could be <br />earinarkedjbr incentives./or downtown buildings, and Mr. Godwin explained this was ' f6r the <br />ft <br />downtown commercial buildings, and the idea to use the fees as incentives to help property <br />owners was the plan. <br />Commissioner Hider asked why this couldn "I pertain to residential properties in the Historic <br />District, since this is an area that the city is trying to protect. Commissioner Hider says he lives <br />on Church Street and there are. four houses on Church Street that are vacant and rotting. He <br />would be in favor of doing the some thing in the Church Street residential area. Commissioner <br />Dux noted that there is a considerably larger percent of vacant properties in the commercial <br />district. Mr, Godwin saidfir now, this is only included the commercial district. <br />Commissioner Alarid said he didn't have an issue with the property ordinance, but asked <br />where it would kick in because some conditions such as tax credits, getting permits, or dealing <br />with cell phone towers takes time. Commissioner Alarid explained he understood xf someone <br />i,vas'n't doing anything,, and would be fine, but process that take time he is concerned about. <br />Mr. Godwin said special considerations could be granted for conditions such as historic tax <br />credits because of the length Qf time it takes to get them in progress, <br />Commission Dux asked if this onlyI ' W <br />applied to a vacant building, Mr. God in explained that a <br />vacant building is one that is not being used.
