<br />. <br />I <br /> <br />. <br /> <br />. <br /> <br />RESOLUTION NO. <br /> <br />97-146 <br /> <br />WHEREAS, the City Council of the City of Paris did heretofore, on the 7th day of April, <br />1997, in Resolution No. 97-032, authorize an application to be made to the Texas Department of <br />Housing and Community Affairs for the Homebuyer Assistance Fund Grant under the Texas Home <br />Investment Partnership Program; and, <br /> <br />WHEREAS, the City Council of the City of Paris did heretofore, on the 9th day of October, <br />1997, in Resolution No. 97-119, accept the Homebuyer Assistance Fund Grant in the total amount <br />of $260,000.00, with the City of Paris providing a matching contribution of $21 ,250.00; and, <br /> <br />WHEREAS, one of the requirements of said grant is the establishing of a fair housing policy; <br /> <br />and, <br /> <br />WHEREAS, the City Council of the City of Paris is committed to a policy of non- <br />discrimination and equal opportunity in housing; and, <br /> <br />WHEREAS, each member of the City Council has taken an oath to uphold the Constitution <br />and laws of the United States and of this State and of this City, which include Title 8 of the Civil <br />Rights Act of 1968, known as the Fair Housing Act, amended in 1988 by Executive Order 11063, <br />and the City Council has not and does not intend to violate either their oaths or the laws of the <br />United States; and, <br /> <br />WHEREAS, Chapter 10, Article II, of the Code of Ordinances of the City of Paris provides <br />a policy prohibiting housing discrimination, and it would be appropriate that an additional fair <br />housing policy be adopted as the same relates to the Homebuyer Assistance Program; NOW, <br />THEREFORE, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, that the <br />following fair housing policy be, and the same is hereby, adopted as the same relates to the <br />Homebuyer Assistance Program: <br /> <br />I, Individuals and families will not be discriminated against in their housing choices or in <br />access of housing services on the basis of race, color, sex, religion, handicap, national origin, <br />or familial status. <br /> <br />2. The City of Paris is committed to the goals of affirmative marketing which will be <br />implemented in the specific steps outlined as follows: <br /> <br />A. Ensuring that all potential applicants and the general public have access to Federal <br />Fair Housing Laws and Affirmative Marketing Procedures through the following <br />outreach methods: <br /> <br />1. Informing the general public and potential applicants through news releases, <br />print ads, public service announcements (PSA), or other means throughout <br />the target area served by the City of Paris' s Homebuyer Assistance Program. <br /> <br />n. Posting available information in public places, including application centers. <br />Such should be posted in advance of application periods and maintained <br />throughout the period, <br />
