Motion carried, 6 ayes — 0 nays. 12. Recognition of outgoing Council Members for their service. Mayor Clifford presented Council Members Aaron Jenkins and Cleonne Drake with plaques and expressed appreciation for their service. Mayor Clifford asked staff to get Council Member Lancaster's plaque to her. 13. Issuance of Certificate of Election; Administer Statement of Elected Officer to Council Members; and Administer Oath of Office to newly elected Council Members, Ms. Ellis issued certificates of election, administered statements and oaths of office to newly elected Council Members Renae Stone, Derrick Hughes, Billy Trenado, and Clayton Pilgrim. 14. Election by City Council of Mayor and Mayor Pro Tern to serve the City of Parts for the next year. Mayor Clifford requested people raise hands to, make nominations, and asked if anyone wanted to make a nor nination for mayor. Mayor Clifford recognized Council Member Trenado, A Motion to nominate Steve Clifford as mayor was made by Council Member Trenado. Council Member Trenado said he believed Steve Clifford should continue as mayor, because his leadership ability was instrumental of moving the City forward, Mayor Clifford seconded Council Member Trenado's motion. Motion carried, 4 ayes --- 3 nays, with Council Members Hughes, Pilgrim and Portugal casting the dissenting votes. Mayor Clifford nominated Derrick Hughes to serve as Mayor Pro -Tern and seconded by Council Member Trenado, Motion carried, 7 ayes — 0 nays. 15. Discuss and act on ORDINANCE NO. 2018-015: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AUTHORIZING THE ISSUANCE OF A SOLID WASTE COLLECTION PERMIT TO BRADLEY PENNINGTON D/B/A COUNTY TRASH SERVICE, LLC FOR THE PURPOSE OF ENGAGING IN THE BUSINESS OF COLLECTING AND/OR TRANSPORTING SOLID WASTE FROM COMMERCIAL AND INDUSTRIAL UNITS WITHIN THE CITY LIMITS OF THE CITY OF PARIS, TEXAS: FINDING A PUBLIC NECESSITY AND CONVENIENCE FOR ISSUANCE OF SAID PERMIT; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE.
