ReguW Council Meeting <br />May 14, 2018 <br />Page 4 <br />A Motion to approve issuance of a solid waste collection pen -nit to Bradley Pennington <br />D/B/A County Trash Service, LLC was rnade by Mayor Clifford and seconded by Council <br />Member Hughes. Motion carried, 7 ayes - 0 nays. <br />16. Discuss, receive public, comment and act on a Parks, Recreation and Open Space Master <br />Plan Update. <br />Mr. Godwin said in 2013, a Parks, Recreation & Open Space Master Plan was adopted <br />and typically good for ten years. Mr. Godwin said a five-year update was due, and staff had <br />prepared a draft updated plan. He also said revisions made in Sections 7 and 8 included all <br />changes since the 2013 plan. Mr. Godwin informed Council upon adoption, the plan would be <br />submitted later in the year to the Texas Parks and Wildlife Departinent in support of a parks <br />development grant. <br />Mayor Clifford referenced Frisbee Golf, in that the plan had it in Lake Crook and Dragon <br />Park. Mr, Godwin said that was because the committee members changed their mind several <br />times. Mayor Clifford mentioned that Rotary might be interested in helping with equipment and <br />maintenance, and then suggested it stay in the current location or be moved to the Civic Center, <br />Mr. Godwin said the language could be changed to reflect that disc golf be moved to the <br />appropriate place, Mayor Clifford inquired about the plans for Leon Park, Mr. Godwin said the <br />plan was to replace the existing playground equipment, the trail and some of the sidewalk. <br />Mayor Clifford inquired about Wise Field. Mr. Godwin said staff had put in several soccer <br />fields, which were being greatly used. Mayor Clifford inquired about the water feature <br />referenced at Wade Park. Mr, Godwin said it might be a fountain or a spray park, and that was <br />to be determined later. Council Member Knox inquired about input from neighbors about the <br />parks.. Mr. Godwin said staff had gotten input from neighbors and citizens. He asked them to <br />keep in mind that many different people use the parks, not just the neighbors living close to the <br />parks. Council Member Trenado said he would like to see a earned parks recreation director, as <br />well as the City host athletic events. He said kids need organized programs in the summer. He <br />also said he would like to see water features in West Paris. Mr. Godwin explained that was <br />being worked on through meetings with VC &C, and that because of lack of funding that had <br />not happened. Council Member Trenado said he wanted to leave disc golf in the current <br />location, because he received an e-mail from a man who plays there. <br />Mayor Clifford opened the public bearing .and asked for anyone wishing to speak about <br />this itern, to please come forward. Linda Vandiver said she would like to see parking improved <br />for soccer fields at Dragon Park, Ms. Vandiver said there were cars parked along the side of <br />road, which was dangerous. She also said if there wasn't enough parking, then they needed to <br />add parking. Ms,, Vandiver said if there was enough parking, they needed to have no parking on <br />the roads. Mr. Godwin said the fields were operated by the Paris Soccer Association, and staff <br />would work with them. <br />Subject to the revisions stated, a Motion to approve the revised Parks, Recreation and <br />Open Space Master Plan Update was made by Mayor Clifford and seconded by Council Member <br />Trenado. Motion carried, 7 ayes -- 0 nays. <br />
