14 - Adoption of the 2009 Design Standards for Historic Districts

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING ORDINANCES CREATING HISTORICAL OVERLAY DISTRICTS 'TO INCORPORATE "DESIGN STANDARDS FOR THE HISTORIC DISTRICTS OF THE CITY OF PARIS, TEXAS" AND ADDITIONS AND AMENDMENTS THERETO, PROVIDING A PENALTY CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATV WHEREAS, the City Council adopted Ordinance No. 2002-033, the "Paris Historic Preservation Ordinance," on June, 17, 2002 declaring that the protection, preservation, and enhancement of districts and landmarks of architectural, archaeological, cultural, and historic importance is a matter of public policy; and WHEREAS, said Paris Historic Preservation Ordinance was codified as Chapter 7, Article V1, "Historic Preservation," of the Code of Ordinances of the City of Paris; WHEREAS, in furtherance of the goals set forth in the Paris Historic Preservation Ordinance, the City Council did thereafter approve the creation of seventeen (17), Historic Overlay Districts by ordinance; and WHEREAS, pursuant to Sec. 7-155 of the Code of Ordinances, each creating ordinance contained design guidelines and other appropriate regulations concerning the exterior and site development or redevelopment of buildings in each Historic Overlay District as those standards existed at the time of passage; and WHEREAS, pursuant to Sec. '7-153[e) of the Code of Ordinances, the City Council has vested in the Historic Preservation Commission the authority to, among other things, approve or disapprove certificates of appropriateness fo'r renovations or construction in the Historic Overlay Districts and to prepare and promote design guidelines for landmarks and districts; and WHEREAS, on the Historic Preservation Commission adopted "Design Standards for the Historic Districts of the City of Paris, 'Texas" (hereinafter, the "Design Standards") in 2009;and WHEREAS, on April 11, 2018, the Historic Preservation Commission approved certain amendments and clarifications to the Design Standards with respect to windows, bricks, and fencing; AOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY PARIS,TEXAS:
