PURPOSE <br />These standards and recommendations are <br />intended to preserve and maintain the character <br />of the historic buildings. They reinforce and <br />protect the defining features of the historic <br />districts and define those visual elements which <br />are common to the district, as well as the <br />qualities unique to this community and to each <br />building. <br />This document should help to preserve the <br />integrity of the historic buildings and enhance the <br />value of the Historic Districts for the private <br />investor, residents and owners, and the <br />community as a whole. When addressing <br />changes, to an individual building, it must not be <br />taken out of context. Modifications affect the <br />block as a whole and should have the broad <br />interest of the community in mind. <br />General Considerations <br />Identify that which is important and "Character - <br />Defining" <br />• If it is in good condition, keep it. <br />• Retain and repair if deteriorated, <br />• Replace only when beyond repair. <br />• Reconstruct only when you can do so <br />accurately using periodical photos, ghosts <br />photos or outlines of what was there. <br />® New construction should be done in such <br />a way that it has minimal effect on the <br />original building, and, if remiovedl, would <br />not irreparably change the original. <br />• Demolition of any designated building or <br />contributing building within a district is <br />prohibited. <br />The standards do not address the use of the <br />building or the interior except when:, the interior is <br />a significant public space such as courthouses, <br />churches, house museums, etc. If the interior <br />,architecture (heated space) is deemed an integral <br />part of the design, it shall then be brought into <br />review.
