the building, shall comply with the standards set <br />forth. <br />These standards should be applied to a building <br />based on its original use and construction. For <br />example, a residence may currently be used as <br />an office, therefore it is considered a commercial <br />business, but it is still a residential building. <br />The existing historical commercial district <br />contains residential buildings and the residential <br />districts contain commercial buildings. <br />Recommendations of approval or disapproval for <br />new construction in a historic district shall be <br />based on the National Park Service Guidelines <br />and by consideration and compatibility with the <br />standards as outlined herein. <br />These standards will be used to provide an <br />objective basis for the decisions of the Historic <br />Preservation Commission and City Planning <br />Staff. The standards specifically address the <br />issues below* <br />• Site and setting. <br />• Height and mass. <br />• Scale of building. <br />• Proportion of bui'lding's front facade. <br />• Proportion of openings within the facility. <br />• Rhythm of solids to voids in front facades. <br />• Location and treatment of entryway. <br />• Rhythm of spacing for buildings on streets. <br />• Rhythm of entrance and/or porch projection. <br />• Relationship of materials and texture. <br />• Roof shapes. <br />• Walls of continuity and street walls. <br />• Signage. <br />• Awnings and canopies. <br />It should be noted that buildings constructed prior <br />to 1959 may be eligible for listing on the National <br />Register of Historic Places and shall be evaluated <br />Design Standards for the City of Paris, Texas 15 <br />
