Discuss and act on ORDINANCE NO. 2018-018: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING SECTIONS 34-22(b), <br />"WATER RATES," AND SECTION 34-23 (a), (b), AND (c), "SEWER RATES — FOR <br />CUSTOMERS USING CITY WATER," OF CHAPTER 34 OF THE CODE OF <br />ORDINANCES OF THE CITY OF PARIS, TEXAS TO REFLECT CHANGES <br />RECOMMENDED BY THE 2018 WATER AND SEWER RATE STUDY; <br />PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS <br />CLAUSE, A PENALTY CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE. <br />A Motion to remove this item from the table was made by Mayor Clifford and seconded <br />by Council Member Hughes. Motion carried, 7 ayes — 0 nays. <br />Finance Director Gene Anderson reviewed the findings for the 2018 Water and <br />Wastewater Cost of Service Study performed by New Gen Strategies & Solutions. Mr. <br />Anderson explained that scenario one favored residential consumers who consume less, and <br />under that scenario the customer would see an increase of $4.38 a month which included water <br />and sewer. Mr. Anderson further explained the current water and sewer rates for non -contract <br />customers which were adopted October 1, 2014, were determined to be insufficient to generate <br />the revenue required to operate the system. Council Member Portugal said the rates have to be <br />enough to cover the cost of service. Council Member Pilgrim said he did not like raising rates, <br />but it was necessary. Mayor Clifford also said it was necessary. <br />A Motion to approve this item reflecting an increase in rates under scenario one, was <br />made by Council Member Pilgrim and seconded by Council Member Hughes. Motion carried, 7 <br />ayes — 0 nays. <br />23. Discuss and direct staff to make possible changes to sidewalks and grassy strips along <br />Church Street as part of the Church Street reconstruction project. <br />Mayor Clifford said Becki Norment was going to give a presentation regarding this <br />subject. Ms. Norment said she resided at 606 S. Church Street, and had lived in the neighborhood <br />for over twenty years. She depicted slides reflecting sidewalks on Pine Bluff and Church Streets, <br />referencing there were some property owners who simply did not maintain their lawns or the <br />green space between the street and sidewalks. She said some of the brand new sidewalks on Pine <br />Bluff were already so overgrown with weeds and grass that the sidewalks were covered up. Ms. <br />Norment asked that City Council take another look at the Church Street Project and consider <br />
