PEDC Board Meeting Minutes <br />July 20, 2018 <br />Page 2 of 4 <br />• He asked for nominations for the Chairman position. Dr. Hashmi nominated Mr. Manning for the <br />Chairman. This was seconded by Mr. Hamill. Vote was 4 -ayes to 0 -nays. <br />• Mr. Manning asked for nominations for Vice Chairman. Dr. Hashmi nominated Ms. Bills for <br />Vice Chairman. Mr. Hamill seconded the motion. Vote was 4 -ayes to 0 -nays. <br />• Mr. Manning asked for nominations for Secretary/Treasurer. He stated that he would like to <br />nominate Mr. Hernandez for Secretary/Treasurer. Dr. Hashmi seconded the motion. Vote was 4 - <br />ayes to 0 -nays. <br />Discuss andossiblr a )rove Minutes of the June -29,2018, Monthly Meetin. <br />Mr. Manning asked for discussion and approval of the June 29, 2018, minutes. Dr. Hashmi made a <br />motion to approve the minutes. Ms. Bills seconded the motion. Vote was 4 -ayes to 0 -nays. <br />Discuss and ossiblr a rove June 2018 Financials. <br />Mr. Paris went through the June financials for the Board. He said the amounts were standard for the <br />month. Under the Marketing and Promotion there was a large purchase reimbursed by Mr. Paris. Depot <br />Operations lists JC Darnell Computer and RWCS Janitorial, both items are monthly charges for services. <br />Ameripower is electricity for the sign in the Business Park. The cash balance at the end of June is $3.9 <br />million. The Superior Switch building is on the May financials with the purchase taken out of reserves. <br />Dr. Hashmi asked about #0348 Depot Operations and if there was a breakdown of the expenses that <br />could be shown. The Results Company will be paid the $50,000.00 before the end of September. Dr. <br />Hashmi made a motion to approve the June financials. Mr. Hamill seconded the motion. Vote was 4 - <br />ayes to 0 -nays. <br />Discussion and/or action re ardin the PEDC executin a Proclamation in su port of "Com letel <br />Widenin to Four Lanes US Hi hwa 271 and US Hi shwa 82 in Lamar & Red River Counties". <br />Judge Superville stated "growth is coming to Paris and Lamar County". We are asking for help to bring <br />the vision of five major highways converging with Paris as a hub to reality. A decision will be made by <br />December to push these projects to the Uniform Transportation Planner (UTP). Once a project is on the <br />UTP it is on a ten year track for roads. Lamar and Red River counties are the only counties that <br />Highway 82 and Highway 271 are not 4 -lane. Judge Superville went on to say that we have not shared in <br />the growth of the rest of the state of Texas and the highways are part of the reason. TxDot needs the <br />community support in signed proclamations and emails to Mr. Perry. Mr. Perry from TxDot spoke to the <br />Highway 82 project in Fannin County stating that it is the biggest project for the Paris District. Mr. Paris <br />asked if the feasibility study was completed. Mr. Perry stated TxDot has looked at this so much they <br />know what needs to be done. Mr. Paris then asked about a feasibility study for the Loop. We were told <br />that funds existed to pay for the study. Mr. Perry replied the study will be kicking off soon. The <br />discussion went on to the Loop and how it would need to accommodate the extra traffic from the <br />expanded highways. The Loop study would show how to proceed. Judge Superville introduced Mr. Wall <br />as the founder of SuRRMA. Mr. Wall stated that seeing Paris as a transportation mecca with five 4 -lane <br />highways intersecting would be exciting for everyone in Paris. He asked that the Board sign the <br />proclamation and all individuals sign letters to TxDot. Mr. Allen told us that the Chamber is onboard <br />with this. Mayor Francis from Deport spoke about the expansion of the highway in Deport and how we <br />all can prosper with the highway expansion. Mr. Manning encouraged the Board Members to write a <br />letter in support. Dr. Hashmi asked Mr. Wall to bring a letter to his office and he would have his patients <br />
