Mayor Clifford said it was guaranteed that both campuses would remain open. Mr. Hyde said the major investment was at the north campus. Mayor Clifford said the hospital was in violation and the entire agreement was null and void, as written. Mayor Clifford reiterated the Council should have more information prior to making a decision. 17. Discuss and act on RESOLUTION NO. 2018-019: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, CALLING A PUBLIC HEARING FOR SEPTEMBER 4, 2018 ON THE CITY MANAGER'S PROPOSED BUDGET FOR FISCAL YEAR 2018-2019; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. Mr. Godwin said items 17 and 18 were the resolutions calling the required public hearings on the budget and tax rate. A Motion to approve the resolution was made by Mayor Clifford and seconded by Council Member Portugal. Motion carried, 7 ayes — Qnays. 18. Discuss and act on RESOLUTION NO. 2018-020: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, CALLING TWO PUBLIC HEARINGS TO RECEIVE PUBLIC COMMENT ON THE CITY'S PROPOSED PROPERTY TAX RATE FOR FISCAL YEAR 2018-2019; MAKING OTHER FINDINGS NAD PROVISIONS RELATED OT THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. A Motion to approve the resolution was made by Mayor Clifford and seconded by Council Members Hughes and Pilgrim. Motion carried, 7 ayes — 0 nays. 19. Discuss and confirm appointment of Del Drake to serve the unexpired term of Sims Norment on the Civil Service Commission. Mr. Godwin said Sims Norment was appointed to serve on Planning and Zoning, which left an unexpired vacancy on the Civil Service Commission, and staff was recommending that Del Drake be appointed to fill the unexpired term. A Motion to confirm the appointment of Del Drake was made by Mayor Clifford and seconded by Council Member Trenado. Motion carried, 7 ayes — 0 nays. 20. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. None were referenced.
