Regular Council Meeting <br />August 27, 2018 <br />Page 5 <br />Mr. Godwin said the City owned the old Grand Theater, but did not have the expertise or <br />resources to restore it. He reviewed the main points of the agreement. He explained the Paris <br />Grand Theater, Inc. was a non-profit organization and that the City had negotiated a management <br />lease with them to fund raise, restore, operate, and manage the historic theater. Mr. Godwin <br />introduced Julia Trigg -Crawford, who gave a presentation that included the history of the small <br />group of people who got together in an effort to preserve the theater of the Grand Theater. She <br />also gave a history of the Grand Theater and the group's vision of it being used as a multi -use <br />cultural center. She referenced the theater that was restored in Greenville, Texas, as well as <br />several others. <br />Council Member Stone inquired about resources for grants and Ms. Crawford said they <br />had a great resource to point them in the right direction. Council Member Portugal informed <br />every one of the film that was being shown about the Grand Theater in the Modern Art Museum <br />in Ft. Worth. <br />A Motion to approve the agreement was made by Mayor Clifford and seconded by <br />Council Member Pilgrim. Motion carried, 7 ayes — 0 nays. <br />16. Discuss the Paris Regional Medical Center tax abatement agreement and possible <br />amendments relating to the hospital's south campus, and provide direction to the city <br />attorney. <br />EDC Director Michael Paris said Paris Regional was looking at amending the tax <br />abatement agreement and that CEO Steve Hyde of the hospital was there to answer any <br />questions. <br />Mr. Hyde explained that six years into the agreement, the south side campus was no <br />longer a hospital. He said the agreement talks about both campuses, and they would like to <br />amend the agreement to delete the south campus. Mr. Hyde said they wanted to unencumber the <br />building so they could make decisions about the building, as there had been some interest in the <br />building. He said they had exceeded over 28 million dollars in investments. Mr. Hyde also said <br />the hospital increased employment over the six years. Council Member Trenado expressed <br />dissatisfaction over the possibility of having a vacant building. Mayor Clifford said it was agreed <br />that the hospital would retain sufficient employment to sustain both campuses during the entire <br />tax abatement, which was ten years. Council Member Hughes asked City Attorney Stephanie <br />Harris for an opinion. Ms. Harris said that was a policy decision. She said they made the <br />investment and their employment numbers had not gone down, so that was something City <br />Council could take into consideration. Council Member Knox said she was not aware that there <br />was a tax abatement between the hospital and the City, and that she had a problem with an empty <br />hospital. She said the mayor got a copy of the agreement, but she did not. Council Member <br />Knox said they did not have anything that reflected the numbers. Ms. Harris said they do have <br />the reporting forms from TWC on the employment levels. Mayor Clifford said the city attorney <br />forwarded a summary on employment which reflects the summer of 2013 the hospital had 680 <br />employees and they were now at 769 employees. Mayor Clifford also said the fourth quarter of <br />2012 reflected the hospital had 701 employees plus 65 plus 1. Mayor Clifford reported that the <br />first quarter of 2013, after the tax abatement was granted that the hospital immediately dropped <br />
