Public hearing declared open. <br />Sharon Moody resides at 2030 Culbertson, states that the existing occupants leave the property <br />looking "trashy" and unkept; therefore she is against the zoning change request. <br />Cecil Moody resides at 2030 Culbertson, states that the existing occupants leave trash all over <br />the yard and is diminishing the property values of the surrounding homes, and is against the <br />zoning change request. <br />Jimmy Rowland, owner of subject property, states that he bought the home originally because <br />it had three addresses (2023, 2015, and 2021 Culbertson) and assumed that he could rent out <br />the other addresses as rental property when he purchased the lot in 2014, as there were tenants <br />already living there. The property has only one meter base to share between the main home and <br />the apartment. <br />Gary Good resides at 2020 Culbertson, and states that the owner is not abiding by current City <br />Ordinances and provided photographic evidence of the current living conditions on the subject <br />property. He also stated that his home has depreciated $10,000 in value since Mr. Rowland has <br />taken over the property in 2014. <br />Public hearing was declared closed. <br />Motion was made by Chad Lindsey, seconded by Mark Pankaj to deny the zoning change. <br />Motion carried 5-2 with Keith Flowers and Sims Norment in opposition. <br />7. Discussion regarding Accessory Building Regulations. <br />Item removed. <br />Discussion on selecting an alternative date for the September Planning & Zoning meeting due <br />to the holiday. <br />The date for the September Planning & Zoning meeting was changed to September 18, 2018. <br />9.
