5. Discussion regarding possible federal funding for airport improvements and <br />enhancements. <br />Lance Nicholson states that the airport had previously been denied because Paris is <br />considered a "micropolitan" area, but he has been in contact with Gary Vandeaver and <br />Congressman John Ratliff who did further research regarding this matter. Mr. Nicholson <br />was informed that there was no plan submitted to the FAA to be on the federal funding <br />list, and the main contact is Tom Chandler. Mr. Nicholson said that he has tried to contact <br />Mr. Chandler with no success and requested that someone else try to get in contact with <br />him. Nathan Bell stated that he would try to reach Mr. Chandler, as the deadline to apply <br />for federal funding is October 31, 2018. <br />6. Discussion regarding McKinney ISD flight simulator and possible relevance/applicability <br />for Cox Field. <br />Lance Nicholson states that he saw an article where the FAA helped McKinney ISD get a <br />flight simulator program. Due to the current shortage of pilots, Mr. Nicholson saw a <br />potential opportunity for future flight education in the Paris area. Nathan Bell states that <br />he spoke with Mrs. Anglin at Paris Junior College regarding this matter. Mrs. Anglin said <br />that in order to have the flight school here, the airport would be required to have qualified <br />instructors, which they have; also, Paris Junior College would have to request a <br />$1,500,000.00 budget to purchase the three planes ($500,000.00 each plane). Lance <br />Nicholson stated he thought it was an interesting article and that was the reason he <br />forwarded the information to the board for them to research it. Nathan Bell stated that <br />Tom Chandler would also be the contact person regarding this matter but the airport <br />support network can only tell you about what is available and they do not approve plans <br />etc. they are submitted through the normal channels. Ray Ball said that he and Jimmy <br />Noble will research and come up with a presentation on it. Jerry Richey stated that there <br />is an existing flight training program at the airport now called FAA part 91 that teaches <br />general operating rules and such. There is a different program associated with colleges. <br />Anna Spencer excused herself from the meeting at 6:40p.m. <br />7. Review and discuss the Airport Master Plan, including possible amendments and future <br />capital projects. <br />Ray Ball stated that this item has been covered throughout the meeting so we will move <br />on to future agenda items. <br />8. Request items for future agendas. <br />Make a recommendation for Colin Marino's private hangar development. <br />
