General Retail with a Special Use Permit in order to add permanent make-up tattooing and <br />micro-blading into an existing salon, Cosmopolitan Beauty. <br />STATUS OF ISSUE: This existing shop is located inside an established, highly trafficked <br />center, near the very busy intersection of Lamar and NE Loop 286. A few parcels in the area <br />are zoned Commercial, but a majority are General Retail, and the future land use plan also calls <br />for the subject lot, and in fact the entire area, to be General Retail. The commission and city <br />council previously discussed and approved a request very much like this one when another <br />existing shop, also inside an existing building, desired to add only these additional services. <br />No other tattooing activities are requested or would be allowed based on the SUP approval <br />language. <br />RECOMMENDATION: Recommend to the city council a zoning change from General Retail <br />to General Retail -SUP. <br />Public hearing was declared open. <br />Jodie Greb, asked the board if they had any questions for her. The board having none, Ms. Greb <br />states she just wanted to reiterate that this is not a tattoo shop by any means. It is intradermal <br />cosmetics that are temporary and is an up and coming service in her industry. <br />Public hearing was declared closed. <br />Chad Lindsey states it seems like this is becoming more of an extra step in this process with <br />this particular service and asked if this is a situation to consider taking off for a Specific Use <br />Permit and making to where this particular thing is allowed in General Retail. John Godwin <br />states this is somewhat of a new thing and wasn't included in the definitions before, also the <br />way tattoo parlors had a negative stigma than they do today. Mr. Godwin states he would <br />suggest that it is taken off. <br />Motion was made by Chad Lindsey, seconded by Keith Flowers to approve the zoning change. <br />Motion carried 6-0. <br />
