$2500 for improvements to 21 Clarksville Street. A motion was made to approve the grants by Glee Emmite and <br />seconded by Linda Vandiver. Motion carried 5 — 0 <br />Lucy Funk and Dave Wensel requested a facade grant in the amount of $2500 for the improvement of 125 Lamar <br />Ave. Motion to approve the grant was made by Commissioner Dux, seconded by Commissioner Barbee, Motion <br />Carried 5 - 0 <br />HPO report: <br />Cheri presented the commissioners with the list of approved certificates of appropriateness both in house and by <br />the commission from July through August 2018. <br />She gave the commission an update on the Moffitt financial remodel. She let the commission know that someone <br />had asked about the windows on the upper floor. She did visit with the property owner, and listened to the <br />minutes of the meeting where the CDA was approved. It was a bit unclear about what type of blanker would be <br />used from the recording, but definitely could tell the windows installed were not the type of blanker the <br />commission had in mind when the approving the certificate of appropriateness. She reached out to THCfor <br />advice on how to handle this type of situation. She had reviewed, and there is evidence that the current infill had <br />been intact for at least 75 years or more, and it is not clear for certain what type of windows were original to the <br />building. It was also noted that there is no second floor in that building and therefore no access to the second <br />story windows. She explained although the blanker was not what they had in mind when the approved the <br />certificate of appropriateness, it is only being used to cover the existing condition, and matched the windows in <br />the building below. As the historic preservation officer, she would write a letter explaining to the property <br />owner the large panes ofglass being used to cover the infill were not approved in the original certificate of <br />appropriateness, and would be considered an alternate holding pattern for theproperty. In the event that the <br />building owner was to reconstruct a second floor, and remove the infill, more appropriate operable windows <br />would need to be researched and would be required to be installed. <br />Cheri told the commission there is a rise in interest in renovation ofproperties in the Historic District, and she <br />would continue to work with the applicants to clam what they are asking, and guiding them in appropriate <br />historic preservation practices. <br />Commissioner Dux noted that the while in the review process of COA's, commissioners clarify their <br />recommendations and remind the applicants if they want to make a change to what was approved, they bring back <br />to the commission their changes in plans.. <br />6.
