Approve minutes from the meeting on September 24, 2018. <br />6. Receive reports and/or minutes from the following boards and commissions: <br />a. Paris Public Library (8-15-2018) <br />b. Airport Advisory Board (8-16-2018) <br />c. Paris Economic Development Corporation (9-4-2018 & 9-11-2018) <br />d. Planning & Zoning Commission (8-6-2018 & 9-18-2018) <br />7. Authorize the city manager to execute a professional services agreement with Resource <br />Management & Consulting Company to provide administration services for an <br />anticipated Texas Department of Agriculture grant through the CDBG Main Street <br />Program. <br />8. Award a contract to Air Cleaning Technologies, Inc. in the amount of $89,000 for <br />installation of diesel exhaust systems in three fire stations. <br />Regular Agenda <br />9. Discuss the Toole Design Group Memorandum. <br />City Manager John Godwin said the City contracted with the Toole Design Group to <br />develop a visioning plan for the downtown area, and that $80,000 was donated from individuals <br />and businesses to pay the major portion of these services. Mr. Godwin also said in June and <br />August, Toole gathered input and established goals and a presentation was given August 16. He <br />explained a memorandum was prepared to summarize the recommendation and reviewed the <br />highlights, with one being changing one-way streets to two-way streets. Mr. Godwin said staff <br />had been in touch with TxDOT because of the streets that were considered highways coming into <br />downtown. He explained if TxDOT did not agree to convert those streets to two-way streets, <br />that they would probably take them off the TxDOT list of highways and transfer those streets to <br />the City. He informed the City Council the memorandum would be referenced in the 2018 <br />Comprehensive Plan Update. Council Members expressed their excitement about plans for <br />downtown. <br />10. Conduct a public hearing, discuss and act on ORDINANCE NO. 2018-032: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />APPROVING AND ADOPTING AN UPDATED COMPREHENSIVE PLAN, <br />RESCINDING ALL PRIOR COMPREHENSIVE PLANS OR PARTS THEREOF IN <br />CONFLICT THEREWITH; AND MAKING OTHER FINDINGS AND PROVISIONS <br />RELATED TO THE SUBJECT; PROVIDING A REPEALER CLAUSE, A <br />SEVERABILITY CLAUSE, A SAVINGS CLAUSE; AND PROVIDING AN <br />EFFECTIVE DATE. <br />
