Regular Council Meeting <br />October 8, 2018 <br />Page 3 <br />City Engineer Carla Easton explained that cities use comprehensive planning to guide <br />development and growth, such as land use, transportation needs, and parks. She said the last <br />plan was completed in 2001 with minor updates in 2008. Ms. Easton said the plan was <br />recommended for approval by the Planning and Zoning Commission, and this was the second <br />public hearing conducted by the City Council. <br />Mayor Clifford opened the public hearing and asked for anyone wishing to speak in <br />support or opposition to this item, to please come forward. James O'Bryan, 3150 Bonham <br />Street, said he did not vote at the P&Z meeting on this item, although he supports downtown. He <br />said the reason was because this plan will require new ordinances and current ordinances needed <br />to be reviewed. Dr. O'Bryan referenced an ordinance in Dallas that prohibited people from <br />parking in front of their homes. Chad Lindsey, 1050 S.E. 29h Street, he said he was a P&Z <br />member and he was in favor of this plan, and that staff had done an outstanding job. With no one <br />else speaking, Mayor Clifford closed the public hearing. <br />Mayor Clifford agreed that each ordinance would need to be reviewed carefully. Council <br />Member Knox said before ordinances were passed, they were posted for public hearing or <br />comment. Council Member Knox echoed that staff had done an excellent job, as did Mayor <br />Clifford. <br />A Motion to approve this item was made by Council Member Pilgrim and seconded by <br />Council Member Knox. Motion carried, 5 ayes — 0 nays. <br />11. Discuss and act on meeting dates for November and December. <br />City Clerk Janice Ellis explained that the second meetings in November and December <br />were usually cancelled due to holidays and scheduling conflicts. She said staff recommended <br />that the November 26 and December 24 meetings be cancelled. <br />A Motion to cancel the November 26 and December 24 City Council meetings was made <br />by Mayor Clifford and seconded by Council Members Hughes and Pilgrim. Motion carried, 5 <br />ayes — 0 nays. <br />12. Discuss and act on requiring entities that receive tax dollars through contract or ordinance <br />with the City of Paris hold meetings open to the public during times when the public is <br />more likely to attend, no earlier than 4:00 p.m. <br />Council Member Knox said she thought that entities receiving significant tax dollars <br />should have their meetings when they are accessible to the public. She said this mainly pertained <br />to two entities and those were the PEDC and the Chamber, which included VC&C and the Love <br />Civic Center. She said she would like to see the meeting dates and times consistent and no <br />earlier than 4:00 p.m. She referenced that PEDC had several meetings on different dates, at <br />different times and different locations. Council Member Knox said these entities did very <br />important work. Mayor Clifford said as mayor, he was an ex -officio member and he had a <br />difficult time making the PEDC meetings when they were held earlier in the day. He said it <br />
