SECTION 16: THE COMPREHENSIVE PLAN, A CLOSING NOTE <br />The comprehensive plan should represent a composite of all the land use elements: residential areas, <br />recreation facilities, environmental considerations, community facilities, commercial and industrial <br />areas, thoroughfares, and supportive urban design considerations. <br />A prime objective of the plan is to achieve a balance of land uses that will economically, physically, and <br />socially benefit those who live and work in Paris. Thus, to achieve this balance of land uses, each of the <br />above elements should propose a general plan for a specific land use type. In turn, each element should <br />be combined to from a general plan of land use that will serve to guide the long-range land <br />development of the entire planning area as shown on the Future Land Use Plan map within this Paris <br />Comprehensive Plan document. Preparers and users of the Comprehensive Plan should keep in mind <br />both the following limitations and purposes of the plan: <br />The Comprehensive Plan is NOT: <br />- The municipal zoning ordinance; <br />- Any other ordinance that regulates the use of the land; <br />- A rigid unchanging plan or statement concerning land use, growth, and development; or, <br />- The final answer to the problems of the future. <br />The Comprehensive Plan IS: <br />- Based upon present knowledge and goals; <br />- Flexible so that it can be changed when the Paris Planning and Zoning Commission, City <br />Council and/or other municipal officials and citizens seethe need for such change; <br />- A basis for making rational decisions, but does not replace the decision making process; <br />- A guide that can aid Paris in implementing a sound growth -management and growth - <br />inducing program; and, <br />- A component of the on-going planning process that recognizes that sound city planning and <br />zoning pay for themselves many times over—in terms of cost-effectiveness and the timely <br />and efficient use of public and private resources. <br />37 <br />
