Regular Council Meeting October 22, 2018 Page 3 With regard to item 9, Mr. Godwin said the previous tenant owed thousands of dollars and the city attorney had to send him a demand letter. Mr. Godwin said the previous tenant did pay what was owed. He also said that staff had been told that the previous tenant and Ms. Williamson were either married or engaged, which is the reason staff was recommending the agreement be awarded to the second highest bidder. Council Member Pilgrim said he understood the reasoning, but they had to look at the money for the City, and Ms. Williamson had the highest bid. Ms. Williamson said that she had her own cattle and she bid on the pasture. A Motion to award the bid to Brianna Williamson was made by Council Member Pilgrim and seconded by Mayor Clifford and Council Member Stone. Motion carried, 6 ayes — 0 nays. Re filar Agenda 11. Conduct a public hearing, discuss and act on ORDINANCE NO. 2018-033: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS,. TEXAS, AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, AS HERETOFORE AMENDED, SO AS TO REZONE CITY BLOCK 11, IN THE BROOKSIDE ADDITION, LOTS 5, 6 & PT LOT 7, BEING LOCATED AT 835 S.E. 24TH STREET, IN THE CITY OF PARIS, LAMAR COUNTY, TEXAS, FROM A GENERAL RETAIL DISTRICT (GR) TO A GENERAL RETAIL DISTRICT (GR) WITH A SPECIFIC USE PERMIT (SUP) FOR PERMANENT MAKE-UP COSMETIC TATTOOS; DIRECTING A CHANGE ACCORDINGLY IN THE OFFICIAL ZONING MAP OF THE CITY; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. Mr. Godwin explained that because of the way the current ordinance reads, to add permanent cosmetic tattooing to an existing salon would require a special use permit. Mr. Godwin said items 11 and 12 were the same type special use permits. Mayor Clifford opened the public hearing and asked for anyone wishing to speak in support or opposition of this item, to please come forward. James O'Bryan said they discussed at the Planning and Zoning meeting, the City would consider refunding the applicant's fee because they were behind on amending the ordinance. With no one else speaking, Mayor Clifford closed the public hearing. A Motion to approve this item was made by Council Member Pilgrim and seconded by Council Member Trenado.
