Regular Council Meeting <br />October 22, 2018 <br />Page 2 <br />Dr. James O'Bryan, 3150 Bonham Street — he said he had been before them at a recent <br />meeting, and the City's ordinances needed to be revised. He questioned as to whether or not he <br />could park in front of his house. He said his vehicle was towed from the front of his house, <br />impounded, the trailer was parked in his driveway and left unlocked, no citation was issued and <br />no note left. Dr. O'Bryan said his vehicle was registered and legally parked in front of his house. <br />He questioned why this happened. <br />Consent A enda <br />Mayor Clifford inquired of Council Members if they wished to pull any items from the <br />consent agenda for discussion. City Clerk Janice Ellis said the City Council minutes contained a <br />mistake and the original had been corrected. Ms. Ellis said as written in the draft, the motion <br />reflected the meetings were to begin no later than 4:00 p.m. but the motion was no earlier than <br />4:00 p.m. Mayor Clifford pulled items 8 and 9 out for discussion. With exception of items 8 and <br />9, a Motion to approve the consent agenda was made by Mayor Clifford and seconded by <br />Council Member Portugal. Motion carried, 6 ayes — 0 nays. <br />5. Approve minutes from the meeting on October 22, 2018. <br />6. Receive reports and/or minutes from the following boards and commissions: <br />a. Paris Visitors & Convention Council Quarterly Activity & Financial Reports <br />b. Love Civic Center Quarterly Activity & Financial Reports <br />c. Lamar County Chamber of Commerce Quarterly Financial Report <br />d. Paris -Lamar County Board of Health (8-20-2018) <br />e. Building & Standards Commission (9-17-2018) <br />f. Historic Preservation Commission (9-12-2018) <br />g. Main Street Advisory Board (9-11-2018) <br />h. Paris Visitors & Convention Council (9-17-2018) <br />7. Receive September drainage report. <br />Approve the bid and authorize a Lease Agreement with Cole Pridemore for the Lake <br />Gibbons Hay Lease, in an approximate annual amount of $3,354.23. <br />9. Approve the bid and authorize a Lease Agreement with Cole Pridemore for the Lake <br />Gibbons Pasture Lease, in an approximate annual amount of $3,456.75. <br />10. Receive demolition and code enforcement activity reports. <br />With regard to item 8, City Manager John Godwin said the recommendation was the <br />highest bid, which was Mr. Pridemore's bid. <br />A Motion to approve item 8 was made by Mayor Clifford and seconded by Council <br />Member Pilgrim. Motion carried, 6 ayes — 0 nays. <br />
