Regular Council Meeting <br />October 22, 2018 <br />Page 5 <br />MATTERS PERTAINING TO THE CITY'S PARTICIPATION IN THE TEXAS <br />COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM. <br />City Engineer Carla Easton explained the City was eligible to apply for grant funds for an <br />amount up to $250,000 through the TxCDBG Main Street Program for downtown sidewalk <br />replacement. She further explained the City's match would be 30%. Ms. Easton said a project <br />was proposed on North Main from Lamar to north of Price Street, and included sidewalk and <br />crosswalk improvements. She also said a public hearing and resolution were required for the <br />application. <br />Mayor Clifford opened the public hearing and asked for anyone wishing to comment on <br />this item, to please come forward. With no one speaking, Mayor Clifford closed the public <br />hearing. <br />A Motion to approve this item was made by Mayor Clifford and seconded by Council <br />Member Trenado. Motion carried, 6 ayes — 0 nays. <br />15. Discuss and consider amendments to the Cox Field Airport Master Plan. <br />Mr. Godwin depicted a drawing reflecting requested changes to the airport master plan. <br />He said at the September 20 Airport Advisory Board meeting, they discussed amending the Cox <br />Field Master Plan to include an additional taxiway. Mr. Godwin also said the taxiway would <br />provide additional opportunities for the construction of private hangars. He said after in depth <br />discussion, the Board approved by a vote of 4-0 to recommend the change to the master plan <br />map. He said the changes reflected the layout depicted in the drawing and requisite additional <br />infrastructure, to include paving, wet and dry utilities. Mr. Godwin informed the City Council <br />one board member who was unable to attend, expressed his opposition by letter. Mr. Godwin <br />also said the master plan did not call for funds to build the taxiway, but gives options for <br />improving the airport. As the liaison, Council Member Portugal said she support this. She stated <br />there was a need for additional hangars and there was a list of 15 to 20 people waiting for <br />hangars. <br />A Motion to approve this item was made by Council Member Pilgrim and seconded by <br />Mayor Clifford. Motion carried, 6 ayes — 0 nays. <br />16. Discuss and act on amendments to the Personnel Policy. <br />Finance Director Gene Anderson explained the City had written personnel policies and <br />procedures, and periodic updates were needed. Mr. Anderson said staff was recommending <br />amendments to include a basic At -Will Employment statement, a written statement of the <br />existing administrative guidelines concerning holidays, place in writing the existing <br />administrative requirement of 100% participation in the medical insurance plan, the addition of <br />basic social media guidelines for employees, and add rules requiring employees to notify their <br />supervisor of their alleged violations of the law. <br />
