Regular Council Meeting <br />October 22, 2018 <br />Page 6 <br />A Motion to approve this item was made by Council Member Pilgrim and seconded by <br />Mayor Clifford. Motion carried, 6 ayes — 0 nays. <br />17. Discuss and act on the Texas Municipal League "Our Home, Our Decisions." <br />Mr. Godwin said the Texas Municipal League initiated this program in an effort to <br />oppose legislative interference with local decision-making. Mr. Godwin also said there was a <br />growing threat to local control, such as a proposed revenue cap for cities, which could mean <br />reduced services for Paris citizens. He said TML was encouraging cities to get involved, <br />because mayors and city council members should be making decisions about their city instead of <br />the State. Mr. Godwin said if Council wanted him to send letters to Senator Hughes and State <br />Representative VanDeaver, he would need their authorization. He also said they could authorize <br />interested council members to advocate with local civic groups. Council Member Portugal said <br />she attended TML and this was a major topic. She also said she had spoken with Representative <br />VanDeaver several times and he was in support of opposing bills that would take away the city's <br />authority to make decisions at a local level. Council Member Hughes said when he attended <br />training for new council members, this topic was also discussed. <br />A Motion to authorize the city manager to write letters and to put together a group to <br />advocate with local civic groups was made by Council Member Pilgrim and seconded by <br />Council Member Portugal. Motion carried, 6 ayes — 0 nays. <br />18. Consider and approve future events for City Council and/or City Staff pursuant to <br />Resolution No. 2004-081. <br />Mr. Godwin reminded everyone this weekend was the festival of pumpkins. Council <br />Member Pilgrim reminded everyone that the polls were open. <br />19. Adjournment. <br />There being no further business, a Motion to adjourn was made by Mayor Clifford and <br />was seconded by Council Member Pilgrim. Motion carried, 6 ayes — 0 nays.
