Regular Council Meeting
October 22, 2018
Page 6
A Motion to approve this item was made by Council Member Pilgrim and seconded by
Mayor Clifford. Motion carried, 6 ayes — 0 nays.
17. Discuss and act on the Texas Municipal League "Our Home, Our Decisions."
Mr. Godwin said the Texas Municipal League initiated this program in an effort to
oppose legislative interference with local decision-making. Mr. Godwin also said there was a
growing threat to local control, such as a proposed revenue cap for cities, which could mean
reduced services for Paris citizens. He said TML was encouraging cities to get involved,
because mayors and city council members should be making decisions about their city instead of
the State. Mr. Godwin said if Council wanted him to send letters to Senator Hughes and State
Representative VanDeaver, he would need their authorization. He also said they could authorize
interested council members to advocate with local civic groups. Council Member Portugal said
she attended TML and this was a major topic. She also said she had spoken with Representative
VanDeaver several times and he was in support of opposing bills that would take away the city's
authority to make decisions at a local level. Council Member Hughes said when he attended
training for new council members, this topic was also discussed.
A Motion to authorize the city manager to write letters and to put together a group to
advocate with local civic groups was made by Council Member Pilgrim and seconded by
Council Member Portugal. Motion carried, 6 ayes — 0 nays.
18.
