MINUTES <br />PLANNING AND ZONING COMMISSION <br />CITY COUNCIL CHAMBERS <br />107 E. KAUFMAN STREET <br />PARIS TEXAS <br />MONDAY NOVEMBER 5 2018 <br />5:30 O'CLOCK P.M. <br />The meeting of the Planning and Zoning Commission was called to order at 5: 30 p. m. by Keith <br />Flowers, Chairman. <br />The following members were present: John Lee, Chad Lindsey, Mihir Pankaj, Keith <br />Flowers, James O'Bryan and Sims Norment. <br />Also present were John Godwin, City Manager; Alan Efrussy, Planning Manager; Carla <br />Easton, City Engineer; Clyde Crews, Fire Marshal; Steve Clifford, Mayor/City Council <br />Liaison; Billy Trenado, City Council Liaison; Triniti Frazier, Community Development <br />Coordinator and concerned citizens. <br />Absent member(s): Rick Hundley. <br />Keith Flowers states before we start the meeting Alan Efrussy would like to make a <br />comment. Efrussy announced that he will be retiring from the City of Paris between the <br />dates of December 7-27, 2018 depending on timeframes to address some projects for the <br />City Manager. Efrussy expressed his honor to work for this city the last 6 years and <br />thanked the staff & Commission for the opportunity. Commissioners thanked Efrussy for <br />all he has done. <br />2. Approval of minutes from previous meetings. (October 1, 2018) <br />Motion was made by John Lee, seconded by Mihir Pankaj to approve minutes for the October <br />1, 2018 meeting. Motion carried 6-0. <br />3. Public hearing to consider and take action regarding the petition of George Fisher for a <br />change in zoning from an Agricultural District (A) to a Commercial District (C), in the B.D.T. <br />Subdivision, Block A, Lot 2, being located behind 3850 Lamar. <br />John Godwin advised the status of issue is that Agriculture has historically been used as a <br />temporary, holding zoning in Paris, and that appears to be the case with this lot. The Future <br />Land Use Plan has for many years indicated that the long term use for this site should be <br />residential. This is consistent with an existing residential subdivision immediately adjacent on <br />the east and south. Land immediately to the west was also shown as future residential. The <br />recently adopted new land use plan recognized that this latter site is actually zoned <br />Commercial and Light Industrial, and that land to the north, is zoned General Retail. <br />Therefore, the new plan changed the subject property to GR as well.
