PEDC Board Meeting Minutes <br />November 20, 2018 <br />Page 2 of 2 <br />Discuss the Status ®f the American S iralWeld Pipe Pro°e�ct. <br />Mr. Paris updated the Board on American SpiralWeld. In October, American announced they would e bcorning to <br />After the documents were signed, American asked for the conveyance of the 88 acres from the PEDC and <br />Paris. A <br />the 9 acres from the City of Paris. At the same time the PEDC went before the Planning and Zoning Committee <br />and City Council to change the land use to Heavy Industrial. The next step is preparation for the Phase II <br />conveyance of the Oliver Rubber and Superior Switch properties. Mr. Paris stated that the Phase II environmental <br />study by GHD is 99% complete. TECQ will help in the plan process of clean-up and the plan should be complete <br />by the next Board meeting. Pre -demolition asbestos assessment was done by GHD. They found that the old <br />Superior Switch building does have asbestos. Approximately 29,000 square feet of sheetrock has asbestos, around <br />8,000 square feet of floor file has asbestos, and 1,500 square feet of plaster and brick around a safe in the office <br />area has asbestos. The window caulking also has asbestos, but the amount is unknown. There is roof flashing <br />above the office area with about 10,000 square feet of asbestos. About 400 linear feet of Transite pipe which was <br />used for ventilation has asbestos. Our guesstimate for the cost of the asbestos removal is $75,000 to $80,000. We <br />will be working with the City Engineer to describe the work to be completed and receiving proposals from <br />contractors. The PEDC will also work on the demolition proposals for the contractors. It will take approximately <br />90 days for the TECQ to qualify and approve the plan and approximately another 90 days for demolition to be <br />completed. The demolition RFP will be for the Superior Switch building and slab; and the removal of the Oliver <br />Rubber slab and outbuilding. The conveyance of property Phase III will be the mitigation of the wetlands, which <br />American wants completely removed. We are working on a date in December for the groundbreaking, <br />Discuss Future A penda Items. <br />. .._ <br />No items were discussed. <br />Adourn <br />Mr. Hamill made a motion to adjourn.
