He also said certificates of obligation would be <br />structured so that only proceeds from the HOT tax would pay the debt. <br />Council Member Portugal, Council Member Knox and Mayor Clifford expressed support <br />for this increase. Mayor Clifford confirmed with Mr. Godwin that the City would retain control <br />over the funds and that the LCC would have to come to City Council for approval of capital <br />improvements and expenses. With the exception of Council Member Hughes, the City Council <br />expressed they wanted City Staff move forward with necessary paperwork to increase the Hotel <br />Motel Tax from seven cents to nine cents, and prepare documents for issuance of a ten-year <br />certificate of obligation. <br />13. Discuss and act on ORDINANCE NO. 2019-001: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING CHAPTER 5, <br />"ANIMALS AND FOWL," OF THE CODE OF ORDINANCE OF THE CITY OF <br />PARIS, TEXAS RELATING TO THE SETTING OF FEES CHARGED BY THE <br />ANIMAL SHELTER; MAKING OTHER FINDINGS AND PROVISIONS RELATED <br />TO THE SUBJECT; PROVIDING A REPEALER CLAUSE, A SAVINGS CLAUSE; <br />AND DECLARING AN EFFECTIVE DATE. <br />Chief Hundley said the current ordinance required any animal control fee change be <br />considered by City Council. He explained the cost increases on vaccinations, storage of animals <br />or other impacts to the fees were immediate, and staff was asking that the Chief of Police or his <br />designee be given the ability to set fees as needed. Chief Hundley said the fee schedule would <br />be published on the city web -site. <br />A Motion to approve this item was made by Mayor Clifford and seconded by Council <br />Members Knox and Portugal. Motion carried, 7 ayes — 0 nays. <br />14. Discuss and act on ORDINANCE NO. 2019-002: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, ISSUING A LICENSE TO <br />TRANSPORTATION PROVIDERS, LLC, D/B/A CITY CAB COMPANY, TO <br />OPERATE A TAXICAB BUSINESS ON THE PUBLIC STREETS OF THE CITY OF <br />PARIS, TEXAS; FINDING A PUBLIC NECESSITY AND CONVENIENCE FOR <br />ISSUANCE OF SAID LICENSE; MAKING OTHER FINDINGS AND PROVISIONS <br />RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. <br />City Manager John Godwin said items 14 and 15 were the annual taxi cab company <br />license renewals. <br />A Motion to approve this item was made by Council Member Hughes and seconded by <br />Mayor Clifford. Motion carried, 7 ayes — 0 nays. <br />15.
