Regular Council Meeting <br />January 14, 2019 <br />Page 4 <br />TAXICAB BUSINESS ON THE PUBLIC STREETS OF THE CITY OF PARIS, <br />TEXAS; FINDING A PUBLIC NECESSITY AND CONVENIENCE FOR ISSUANCE <br />OF SAID LICENSE; MAKING OTHER FINDINGS AND PROVISIONS RELATED <br />TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. <br />A Motion to approve this item was made by Council Member Hughes and seconded by <br />Council Member Pilgrim. Motion carried, 7 ayes — 0 nays. <br />16. Receive presentation and discuss the Downtown Plan. <br />Mr. Godwin referenced the plan to redevelop downtown presented last spring, and the <br />public input sessions which included the Toole Design Group. Mr. Godwin said the City had <br />begun developing a plan to complete most of the planned changes to downtown in a ten-year <br />span. Mr. Godwin reviewed the twenty-three projects/tasks he said the City hoped to at least <br />begin in 2019. <br />17. Convene into Executive Session pursuant to the following statutes: <br />A. Section 551.072 of the Texas Government Code, to deliberate the purchase, <br />exchange, lease, or value of real property; and <br />B. Section 551.071 of Texas Government Code, Consultation with Attorney, to receive <br />legal advice from the City Attorney about (1) pending or contemplated litigation <br />and/or (2) on matters in which the duty of an attorney to her client under the Texas <br />Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflict <br />with this chapter, regarding 260 S. Main Street (Belford Apartments). <br />Mayor Clifford convened City Council into executive session at 5:56 p.m. <br />18. Reconvene into Open Section and possibly take action on those matters discussed in <br />Executive Session. <br />Mayor Clifford reconvened City Council into open session at 6:19 p.m. and said they <br />consulted with the city attorney. A Motion to authorize the city attorney to execute on the city's <br />judgment on 260 S. Main and conduct a Sheriff's Sale on the property, with a minimum bid of <br />$50,000 was made by Mayor Clifford, and seconded by Council Member Hughes. Motion <br />carried, 7 ayes — 0 nays. <br />19. Consider and approve future events for City Council and/or City Staff pursuant to <br />Resolution No. 2004-081. <br />None were referenced. <br />
