MINUTES <br />PLANNING AND ZONING COMMISSION <br />CITY COUNCIL CHAMBERS <br />107 E. KAUFMAN STREET <br />PARIS, TEXAS <br />MONDAY, JANUARY 7, 201.9 <br />5:30 O'CLOCK P.M. <br />The meeting of the Planning and Zoning Commission was called to order at 5:30p. m. by Keith <br />Flowers, Chairman. <br />The following members were present: John Lee, Chad Lindsey, Rick Hundley, Mihir <br />Pankaj, Keith Flowers, James O'Bryan and Sims Norment. <br />Also present were John Godwin, City Manager; Carla Easton, City Engineer; Steve <br />Clifford, Mayor/City Council Liaison; Billy Trenado, City Council Liaison; Triniti Frazier, <br />Community Development Coordinator and concerned citizens. <br />2. Approval of minutes from previous meeting. (December 3, 2018) <br />Motion was made by Sims Norment, seconded by Mihir Pankaj to approve minutes for the <br />December 3, 2018 meeting. Motion carried 7-0. <br />3. Public hearing to consider and take action regarding the petition of Estela Ortega for a <br />change in zoning from a One -Family Dwelling District (SF -2) to a General Retail <br />District (GR), in the City of Paris, Block 201, Lot 14, being located at 2024 Bonham <br />Street. <br />John Godwin states that Estela Ortega has requested a zoning change from a Single -Family <br />Dwelling District (SF -2) to General Retail District (GR) for the purpose of establishing a <br />restaurant use at this currently vacant, 0.235 acre site. The applicant anticipates operating <br />a food truck on the site initially, then subsequently constructing and operating a traditional <br />brick -and -mortar restaurant. The owner also owns the vacant lot immediately north of the <br />subject property. Godwin advise despite the current residential zoning, there are a number <br />of existing non-residential uses in close proximity, including other food service <br />establishments, an empty bank building, a fire station and several retail uses. Bonham <br />Street has significant traffic counts, so noise and additional traffic should not be issues. <br />The future land use plan calls for this lot to eventually become General Retail so the request <br />is consistent with the city's recently updated plan. The lot which faces Bonham Street <br />should be able to handle this use adequately and city recommends approval of the zoning <br />change from SF -2 Residential to General Retail. <br />
