PARIS GASTROENTEROLOGY CONSULTANTS <br />1374 Cope Drive <br />Paris, Texas 75462 <br />Tel (903) 785-7891 <br />Nov. 15, 2018 <br />Mr. Ray Bali — Chairman <br />Airport Advisory Board of Paris <br />Dear Mr. Ball, <br />Fax (903) 784-2475 <br />Thank you again for listening to my concerns at the end of our board meeting tonight and <br />agreeing to place an item on the agenda of our next meeting. As I expressed, I am sorry <br />that the city manager misunderstood me at our Oct. 18, 2018 meeting. I did not say nor <br />did I mean that he had any intent to hide any of these proceedings from the city council or <br />the mayor. However, I do feel like that we ought to be totally transparent about what all <br />the capital improvements would cost the City of Paris if for some reason all or part of <br />those costs are not shouldered by the new renters in days to come, e.g.: <br />1) <br />New taxiway <br />2) <br />Tree removal <br />3) <br />Fence building <br />4) <br />Ramp construction <br />S) <br />Electricity lines <br />6) <br />Water utility pipes <br />7) Earth work <br />Formal bids would not be required at this stage as the capital improvement costs are only <br />going to be estimates for a worst -case -scenario. Of course the estimate must be bided and <br />calculated for the approx. 3000 ft of existing taxiway right-of-way extending from <br />adjacent to helipad to the end of the runway. <br />A tentative motion could be <br />"Promptly obtain 1 or 2 informal/preliminary capital improvement bids for each of the <br />required improvements (7, more or less) for a total distance of 3000 ft which is adjacent <br />to the taxiway recently leased as part of the newly altered master plan to the newest <br />ground lessee. These improvements will include new taxiway, tree removal, fence <br />building, ramp construction, electricity lines, water utility pipes, earth work, and so on." <br />Mr. Ball should you have any questions, I will look forward to discussing them at our <br />upcoming airport board meeting. <br />Sincerely, <br />David H.
