MINUTES <br />PLANNING AND ZONING COMMISSION <br />CITY COUNCIL CHAMBERS <br />107 E. KAUFMAN STREET <br />PARIS TEXAS <br />MONDAY FEBRUARY 4 2019 <br />5:30 O'CLOCK P.M. <br />The meeting of the Planning and Zoning Commission was called to order at 5:30 p. m. by Keith <br />Flowers, Chairman. <br />The following members were present: John Lee, Chad Lindsey, Rick Hundley, Mihir <br />Pankaj, Keith Flowers, James O'Bryan and Sims Norment. <br />Also present were John Godwin, City Manager; Carla Easton, City Engineer; Clyde Crews, <br />Fire Marshal; Steve Clifford, Mayor/City Council Liaison; Billy Trenado, City Council <br />Liaison; Triniti Frazier, Community Development Coordinator and concerned citizens. <br />2. Approval of minutes from previous meeting. (January 7, 2019) <br />Motion was made by Sims Norment, seconded by John Lee to approve minutes for the January <br />7, 2019 meeting. Motion carried 7-0. <br />Consideration of and action on the Final Plat of Lots I & 2, Block A of the Killingsworth <br />Addition, being located at 4300 Bonham Street. <br />Carla Easton states that Max and Jamie Killingsworth own 50.185 acres located at 4300 Bonham <br />Street. They propose to subdivide the property into 2 lots in order to build a single family home <br />on each lot. The 50.185 acre property is a combination of 2 larger tracts of land. In order to <br />build a home in the desired location, the property must be platted to dissolve the existing property <br />lines and establish the 2 proposed lots. The property is currently zoned Agricultural District (A). <br />The owners have submitted a final plat of the property, creating Lots 1 and 2, Block A, of the <br />Killingsworth Addition. Water service is available along Bonham Street and Tigertown Road. <br />Sewer infrastructure is not available to serve the lots; however, the lot size is adequate to <br />accommodate an alternative sewer system. It appears that the plat complies with the City of Paris <br />subdivision regulations, subject to the following revisions. <br />1. The minimum finished floor elevation of all structures within the floodplain shall be 2 <br />feet above the base flood elevation. <br />Motion was made by Keith Flowers, seconded by Mihir Pankaj to approve the Final Plat with <br />noted revision. Motion carried 7-0. <br />
