Confirm appointment of the new fire chief for the City of Paris. <br />City Manager John Godwin introduced Mike Vogel, and explained there had been an <br />extensive selection process, six candidates were interviewed, and two finalists were selected. <br />Mr. Godwin said that he had offered the job to Mike Vogel, who was currently a deputy chief in <br />Arlington, Texas. He also said that if confirmed by the City Council, Mr. Vogel was scheduled <br />to begin work on April 1. <br />A Motion to confirm the appointment was made by Council Member Portugal and <br />seconded by Council Members Knox and Trenado:° Motion carried, 7 ayes — 0 nays. <br />17. Discuss and possibly act on a petition by Church Street residents, to be presented by a <br />delegation led by Randy Hider to restore'the,gr'een space between the sidewalk and the <br />street. - <br />Mayor Clifford said several months ago the City Council heard about a petition that was <br />being, circulated in opposition of having green space between the sidewalks and street on the <br />Church Street Project. Mayor Clifford said after hearing from the people, Council voted to <br />remove the grassy strip. He said today Randy Hider wanted to present a new petition to the City <br />Co6eil. <br />Randy Hider presented to City Council a petition of twenty property owners on Church <br />Street who were requesting the grassy strip remain. Mayor Clifford asked those in support to <br />please stand, which resulted in approximately twenty people. Mr. Hider said he initially signed <br />the petition that was circulated but had since learned that the utilities would not be located <br />underground, and that was his primary reason for wanting the grassy strip to remain. He depicted <br />photographs and said the green space was historically appropriate and Church Street was a <br />historic neighborhood. <br />Mayor Clifford said since this was a little unusual because residents were asking Council <br />to change their minds about something that they wanted a few months earlier. Mayor Clifford <br />said he wanted to get input from each Council Member. Council Member Portugal said since so <br />many residents wanted this changed back, she was fine with it. Randy Hider said there were a <br />few other Church Street residents who wanted to speak. Mike Lazar, 913 South Church Street, <br />he said was in favor of this because he was opposed to having commercial sidewalks in a historic <br />neighborhood. Michael King, 801 South Church Street, he said agreed with Randy and expressed <br />concerned about curbs being broken from people parking on sidewalks. Brad Bedford, 624 South <br />Church Street, he said he wanted the grassy strip to remain because he saw it as a safety issue <br />with no buffer between the sidewalk and street.
