MINUTES <br />PLANNING AND ZONING COMMISSION <br />CITY COUNCIL CHAMBERS <br />107 E. KAUFMAN STREET <br />PARIS, TEXAS <br />MONDAY MARCH 4 2019 <br />5:30 O'CLOCK P.M. <br />1. The meeting of the Planning and Zoning Commission was called to order at 5:30 p.m. by <br />Keith Flowers, Chairman. <br />All members were present except Rick Hundley and Mihir Pankaj. <br />Also present were staff members John Godwin, Carla Easton, Triniti Frazier, Clyde <br />Crews, city council liaison Steve Clifford, Billy Trenado and concerned citizens. <br />2. Approval of minutes from previous meeting. (February 4, 2019) <br />Motion was made by Sims Norment, seconded by John Lee to approve minutes for the <br />February 4, 2019 meeting. Motion carried 5-0. <br />3. Public hearing to consider and take action regarding the petition of the City of Paris, Texas <br />to update Zoning Ordinance No. 1710 of the City of Paris, Texas, specifically modifying <br />allowable uses in Commercial and General Retail zoning districts. <br />Godwin reviewed and discussed provided list with members. <br />Norment comments were there are several occupancies listed in both zoning districts. <br />Godwin states he does not know the history of that but there should not be so much overlap. <br />Norment asked if there is a standard definition of what is General Retail vs. Commercial. <br />Godwin advised there is not, also stating that in other cities there is a lot of variation with <br />even more categories than we have here. O'Bryan comments were to remove family <br />dwellings. Godwin states he is not opposed to making that change. Flowers asked why <br />household appliance service was not an allowable land use in General Retail but tire <br />retreading and capping was. Godwin states the reason for tires being in there is because it <br />is common to have people doing that type of work in a retail store like Firestone or <br />Goodyear for example. Members agreed to remove all residential, allow household <br />appliance service and repair shop by Specific Use Permit in General Retail and ensure that <br />laundry and cleaning self-service automatic does not exclude laundromats. <br />Public hearing was declared open. With no one speaking public hearing was declared <br />closed. <br />
