Paris—Lamar County Health District <br />400 West Sherman Street, Paris, Texas 75460-5646 <br />Health District: (903) 785-4561 <br />Women, Infant and Children (WIC): (903) 784-1411 <br />Fax: (903) 737-0978 <br />Minutes of Regular Meeting <br />Paris - Lamar County Board of Health <br />The Paris - Lamar County Board of Health held a regular meeting at 5:30 p.m. on Monday, January 22nd, 2019. <br />Board members in attendance were Mr. Bill Collins, Dr. Marc White, Dr. Ross Williams, Mrs. Connie Stauter, and Mrs. Nancy <br />Stallings. Also, in attendance were Mrs. Gina Prestridge and Ms. Cheryl King. Not in attendance were Dr. Enc Salzman and Dr. Jay <br />Carpenter. <br />Mr. Collins called the meeting to order in open session at 5:35 p.m. <br />Mrs. Stauter made the motion to approve minutes from prior meeting and was seconded by Dr. White. Motion carried, 5 ayes, 0 <br />nays. <br />Mrs. Prestridge advised the board that the executive session was to discuss (if needed) the performance evaluations for the <br />Medical Director and Executive Director, Mr. Collins advised the evaluations would be discussed in open court and the executive <br />session could be cancelled. <br />Mrs. Prestridge advised that she sent the food inspector to Tyler to the regional meeting and they are using a form called Mobile <br />Food Unit Variance. The problem with mobile food units is 1) we never know where they are, 2) problems with the owners preparing <br />the food at their house and then transporting it back to the unit and you never know what temperature it was cooked at, transported <br />at, if they made an hour stop to purchase more groceries. All kinds of problems can arise, we did not permit the home so it could <br />become contaminated. Also, there is limited storage room in the refrigerators in the trucks, so food needs to be purchased daily or <br />the next day. The form will require the food truck owner to complete and list their water source and liquid waste location as well as <br />stating that all food is prepared and cooked in the mobile unit, all food items will be stored in the unit at all times, and all food items <br />will be bought from local grocery stores daily, and will only be allowed to be stored in this unit overnight if the unit is continually <br />running so that food temperatures may be maintained property. The owner of the food truck will sign along with the inspector. The <br />form has been put on the Paris -Lamar County Health District webpage. If the owner is caught cooking the food at home and/or <br />transporting cooked food then we can pull this signed form and we can then pull their permit and they will have to go through the <br />entire inspection process again. Tyler mandates all food truck to have GPS trackers on every truck so they can track them at all <br />times. The Mobile Food Unit Variance form will be completed annually at the time of their inspection. <br />Mrs. Prestridge advised that the Inter -local agreement was approved and signed in 2014, stating the City and the County would <br />contribute $75,000 annually for 3 years then the amount would be negotiated. In 2018, Mrs. Prestridge contacted County Judge <br />Chuck Superville and City Manager John Godwin and asked if we could continue with the $75,000. level funding and both advised <br />yes. John Godwin advised that we do not have to bring the inter -local agreement back to the City again and he budgets the level <br />funding yearly. Judge Superville is no longer the Judge, so Judge Brandon Bell may require for the inter -local agreement to be <br />updated in June or July. John Godwin said that he was willing to go with Mrs. Prestridge to talk with Judge Bell if he would like to <br />discuss the agreement. <br />Mrs. Prestridge advised we are in the middle of our single audit with McClanahan & Holmes and we will have the results by the next <br />meeting. <br />Mrs. Prestridge advised the Paris -Lamar County Health District got a $6,000.00 donation from a doctor's daughter and she raised <br />some funds to do dermatology tests. The epidemiologist grant is extended until 2021. Mrs. Prestridge wrote for a $500,000.00 <br />Texas Healthy Community Grant for chronic disease prevention for the next five years. If awarded then we can hire a full-time and a <br />part-time employee to do chronic disease self-management classes and diabetes education. <br />
