MINUTES <br />PLANNING AND .ZONING COMMISSION <br />CITY COUNCIL CHAMBERS <br />107 E. KAUFMAN STREET_ _...... <br />PARIS, TEXAS <br />MONDAY APRIL 1 2019 <br />5:30 O'CLOCK P.M. <br />The meeting of the Planning and Zoning Commission was called to order at 5:3 Op. m. by <br />Keith Flowers, Chairman. <br />All members were present except Sims Norment. <br />Also present were staff members John Godwin, Carla Easton, Clyde Crews, city <br />council liaison Steve Clifford, Billy Trenado and concerned citizens. <br />2. Approval of minutes from previous meeting. (March 4, 2019) <br />Motion was made by John Lee, seconded by Chad Lindsey to approve minutes for the <br />March 4, 2019 meeting. Motion carried 6-0. <br />3. Public hearing to consider and take action regarding the petition of Jason Vickers on <br />behalf of Janet and Timothy Grammer for a change in zoning from a Central Area <br />District (CA) to a Central Area District (CA) with a Specific Use Permit (SUP) for a <br />tattoo studio, in the City of Paris, Block 14, Lots 3-4, being located at 118 Lamar Ave. <br />Godwin states Jason Vickers is requesting a zoning change to open and operate a retail <br />tattoo studio in an existing building. The intensity of this use would be compatible with the <br />location in regards to parking, traffic, noise and drainage issues. A tattoo studio has <br />previously operated in this immediate area. <br />Public hearing was declared open. <br />David Cook states he owns property on Lamar Ave. He states he does not understand the <br />zoning regulations nor the reason why a tattoo studio has to have special permission to be <br />at this location. Cook further states he comes into town daily and passes the tattoo studio <br />on Pine Bluff where he sees one or two vehicles during the day but later in the evening, <br />there are six to eight vehicles with people standing outside. Cook states his concern is <br />loitering and activity that could cause'his tenants and others to not want to be there. He is <br />opposed to this petition. <br />
