Conduct a public hearing, discuss and act on an Ordinance considering the petition of <br />Adam Bolton for a change in zoning from an Agricultural District (A) to a Multiple - <br />Family Dwelling District (MF -2), in the Newberry Addition CB 167, Block A, Lot 1, <br />being located at 2805 S.E. Street. <br />Mayor Clifford said this zoning request had been withdrawn by the applicant. <br />13. Receive presentation from Main Street Advisory Board about completed improvements <br />downtown and a 2019 plan of work. <br />Main Street Director Cheri Bedford, along with board members Glee Emmite, Carolyn <br />Patterson, Jane Helberg and Laurie Redus presented goals and objectives, a vision and the <br />mission of Main Street. Ms. Bedford said the Paris Main Street Program was nationally <br />recognized. Ms. Emmite expressed appreciation to the City Council for passing the vacant <br />building registry ordinance. Ms. Bedford reported that $1,910,327 was invested toward <br />completed repairs and renovations in downtown in 2018. She also reported that $39,700 in <br />grants were awarded from Main Street to downtown property owners for plumbing and fagade <br />improvements. <br />Ms. Bedford said the Texas Treasure Business Award is given to businesses 50 years or <br />older, at which time the board recognized Texas Furniture and Appliance as recipient of the 2018 <br />award. Ms. Bedford said Texas Furniture had been contributing to the community in Paris since <br />1927. <br />14. Discuss and possibly act on a resolution readopting guidelines and criteria for the <br />residential tax abatement agreement program. <br />Mr. Godwin said this program had been in place for some time and in order to continue <br />the program, guidelines and criteria had to be re -adopted every two years. <br />A motion to approve this item was made by Mayor Clifford and seconded by Council <br />Member Portugal. Motion carried, 7 ayes — 0 nays. <br />15. Discuss rehabilitation and replacement of the Wastewater Treatment Plant, and provide <br />direction to staff. <br />Mr. Godwin said the existing sewer plant was old, inefficient, and in need of complete <br />rehabilitation. At its capacity, he said the plant could be too small for some future economic <br />development opportunities. Mr. Godwin said it would take about six years to build a new plant. <br />He also said if it broke down and TCEQ got involved, that contractors would not give them a <br />good bid when they knew the State was involved. Mr. Godwin said the cost would be <br />approximately $30 million. He also said the average increase in rate per customer would be <br />about $7.60 per month, with larger customers seeing a bigger increase. Mr. Godwin explained <br />the way to pursue this was to engage services of an engineer. He also said Garver Engineering <br />had performed some work several years ago with regard to the plant and did not charge the City. <br />
